The Object Of This Contract Is The Delegation Of Tasks And Responsibilities To The Operator Regarding The Actual Provision Of The Public County Public Transport Service Of People Through Regular Trips On The Administrative-Territorial Radius Of Constanța County On Group 03 Routes (6 Routes: Route 012 Constanța-Murfatlar-Poarta Albă; Route 013 Constanța-Cobadin-Fântâna Mare; Route 014 Constanta-Deleni-Dunăreni; Constanța-Adamclisi-Oltina; Constanța-Dobromir-Oltina; Constanța-Admaclisi-Ostrov. The Service Includes A Number Of 57 Routes Structured On 8 Groups Of Routes (Corresponding To 8 Lots). Considering That Through The Award Procedure Organized In 2022 (Participation Announcement Cn1038203/13.01.2022) 7 Lots Out Of 8 (51 Routes Out Of A Total Of 57) Were Awarded, And The Competitive Procedure Organized For The Award Of Lot 3 (The Current Group Of 03 Routes) Remained Unallocated, Resumed In 2023 And 2024, Was Canceled Every Time Due To Lack Of Admissible Offers, It Must Be Repeated. The Estimated (Updated) Value Of The Delegation Contract For Group 03 Routes, For The 7-Year Duration Of The Contract, Is 99,497,332.27 Lei Without Vat. The Bidding Will Refer To The Definite Quantity Inserted In The Specification, And The Value Of The Bids To The Minimum Value Of The Interval Inserted In Section Ii.1.5. The Contracting Entity Reserves The Right To Supplement, In Accordance With The Legislation On Sectoral Procurement, The Quantity Of Services, Without Organizing A New Award Procedure, In The Event That It Becomes Necessary To Extend Routes, Introduce Additional Routes Or New Stations. Therefore, The Possibility Of Amending The Contract With A Maximum Of 10% Of The Estimated Turnover Is Taken Into Account, In Accordance With The Provisions Of Art. 14 And Art. 241 Of Law No. 99/2016 (Updated) In Conjunction With The Provisions Of Art. 17 Paragraph (1) Letter C) And Art. 27 Para. (2) Letter A) From Law No. 92/2007 (Updated). The Date On Which The Contracting Entity Will Respond Clearly And Completely To All Requests For Clarifications And To All Requests For Additional Information Received From Interested Economic Operators Is: 15 Calendar Days Before The Deadline For Submitting Offers.
