Expression of Interest for Consultancy Services for the Designing and Establishment of Capital Market Academy in Rwanda Rwanda Capital Market Development (R-Camd) Project The main services included under this consultancy are: 1. Market needs assessment and strategic planning: Conduct a comprehensive review of national skills data and labor market trends in the financial sector Carry out stakeholder consultations with key market participants and regulatory institutions Benchmark against global best practice academies in capital markets education and professional development. 2. Institutional and curriculum design : Define the Academys mission, vision, operating model, and governance structure. Design tiered training and certification programs aligned with international standards (e.g., CFA Institute, CISI, and regional accreditation bodies). Propose inclusive delivery modalities (e-learning, blended learning, and in-person). Develop curriculum content covering capital market fundamentals, regulation, structured finance, ESG investing, Fintech, derivatives, REITs, ETFs, and other evolving financial instruments. 3. Business planning and implementation roadmap: Prepare a 5-year business plan, including a financial model, revenue sustainability strategy, and funding sources. Develop a phased implementation roadmap with a monitoring and evaluation (M&E) framework and key performance indicators (KPIs). Propose strategic partnerships with local, regional, and international institutions. 4. Pilot launch and capacity transfer: Support the initial launch of the Academys pilot programs. Develop detailed operational, training, and administrative manuals. Conduct train-the-trainer workshops to ensure knowledge transfer and sustainable delivery of the Academys programs. The total duration for this consultancy assignment is 12 Months from contract signing. Qualification of the consultancy firm Interested firms must demonstrate: A minimum of 10 years experience in financial sector development, capital markets, or institutional training. Proven experience in designing or managing similar academies. Expertise in certification/accreditation systems. Capacity for stakeholder engagement, research, and digital delivery Qualification of the team The consulting firm shall demonstrate adequate institutional capacity and access to qualified experts to successfully deliver the assignment, including strong expertise in capital markets and financial sector development, a solid understanding of securities markets and related regulatory frameworks, proven experience in project management, training delivery, and curriculum development, familiarity with professional certification standards, and the ability to mobilize experts with advanced academic qualifications in economics, finance, business administration or related fields, as well as internationally recognized professional certifications (e.g. CFA, CISI or equivalent), as required over the course of the assignment. The Capital Market Authority now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
