Expression of Interest for Consultancy Services for the Supply and Installation of Digital Management System for Onboarding Clients with Primary and Secondary Market Data Management Module for Rwanda Stock Exchange Supply and Installation of the Digital Management System for on-Boarding Client with Primary and Secondary Market Data Management Modul ervices to be provided The services to be provided through this system include but not limited to: 1. Initial Public Offer (IPO) management services including capturing IPO application from Institutions and Retail segments, and supporting relevant players involved in issuance processes. 2. eAuction services 3. Broker back-office processes including those related to IPO 4. Primary and Secondary Market Data management 5. Multi-level authorization control (maker-checker) Qualification The shortlisting of consulting firms will be based on the following key criteria: Proven experience in developing and implementing similar project in nature (IPO management, eAuction, broker back-office, data management, trading platforms.) in emerging markets, preferably in Sub-Saharan Africa. Demonstrated expertise in capital market infrastructure development Strong analytical and research capabilities, with the ability to collect, analyze, and interpret complex stock exchanges systems. Manufacturers Authorizations for Information Technologies - except for those technologies which Bidder itself manufactures - are required for the following types/categories: Ø Application Server, Database Server, Web Application Server and Backup Tape Drive 2 If the Bidder proposes to use subcontractors for the provision of certain key services, written agreements by the proposed firms to provide these services in case of contract(s) resulting from this bidding are required for the following types/categories of services Technical expertise in system architecture, mobile/web development, cybersecurity, integration with depository/banking infrastructure, and regulatory compliance Qualified personnel including project managers, securities market/stock exchange specialists, software engineers/developers with full stack skills in software development, database development skills, systems & network and cybersecurity experts Understanding of capital market operations, particularly in IPO management, investor services, and secondary market data flow Ability to deliver a multilingual, secure, and role-based access-controlled system with robust audit trails, automation, and reporting features Tender Link : https://www.afdb.org/en/projects-and-operations/procurement
