Tenders are invited for MEAL Technical Consultant Oxfam has been working in Lebanon since 1993, providing humanitarian assistance to conflict-affected populations and promoting economic development, good governance, and womens rights through partnerships with local actors. As a global movement operating in more than 70 countries, Oxfam supports communities to protect lives and livelihoods, build resilience, and address the inequalities that drive poverty and injustice. Between January and June 2025, BIAT, with support from Oxfam, implemented a market-based humanitarian and early recovery intervention in Tripoli and El-Mina, North Lebanon. The project targeted displaced and vulnerable host community households through a combination of cash vouchers and support to local vendors and MSMEs. Two rounds of cash vouchers were provided to 837 households (4,267 individuals), redeemable at 32 vendors (17 mini-markets and 15 MSMEs). In parallel, the same 15 MSMEs received in-kind equipment and post-delivery technical support. Later, Oxfam implemented a similar intervention in South Lebanon starting April 2025, targeting returnees and Internally Displaced People (IDPs) in Hmairi, Rmeidiyeh, and Debaal villages in Tyre District. The project supported nine mini-markets through in-kind assistance and technical capacity building, while approximately 220 vulnerable households received two rounds of cash vouchers (200$ in total) redeemable at the supported shops. Across both regions, the intervention aimed to improve access to essential goods for vulnerable households, strengthen the sustainability of local small businesses, and stimulate local market systems through combined demand-side (cash and vouchers) and supply-side (technical and in-kind) support. Given the mixed implementation modalities partner-led in the North and direct implementation by Oxfam in the South this evaluation seeks to assess the relevance, effectiveness, and outcomes of the approach and to inform future market-based livelihoods programming in Lebanon. SPECIFICATION OF WORK REQUIRED Oxfam seeks to recruit an independent consultant or consultancy firm to conduct an evaluation of the MSMEs and cash voucher support interventions implemented in North and South Lebanon under two separate projects. The evaluation will be guided by the OECD/DAC evaluation criteria, assessing the interventions performance across the dimensions of Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability. The evaluation will examine the extent to which the intervention responded to priority needs within a rapidly evolving humanitarian context, the coherence of its design with national and local response efforts, and the effectiveness and efficiency of its implementation. It will further assess the outcomes achieved for both supported households and businesses, explore any emerging or unintended effects, and consider the likelihood that results and benefits will be sustained beyond the project period. The table below provides indicative evaluation questions aligned with the six OECD/DAC criteria and will serve as a guide for the evaluation. Oxfam team and the consultant/consultancy firm may propose refinements or additional questions as part of the inception phase, subject to Oxfams validation. The evaluation must be conducted in line with evaluation best practices, drawing upon both primary and secondary data collection. The consultant is expected to develop a detailed methodology that will be reviewed and approved by Oxfam. Both qualitative and quantitative data collection methods will be employed, including projects document review. The evaluation methodology must make use of existing data and other available monitoring and evaluation data. The consultant is encouraged to explore the use of these methods to capture and document the broader impacts and unintended positive or negative outcomes of the programme. The consultants/consultancy firms should ensure that data analysis should take place on an intersectional basis (at least for gender, age, disability and nationality). This means that data should not only be disaggregated and analysed by gender and age groups but must also consider other social identities. The consultant is expected to provide the following deliverables: An inception report detailing methodological approach and tools to be used Cleaned database (qualitative and quantitative). Raw data should be shared with Oxfam in Lebanon. Report with findings and recommendations (including consolidation of the results from different sources). Findings and Lessons Learned Presentation Final revised report - number of revisions depend on the quality of the submitted document. The final report should not exceed 30 pages. Power Point Presentation of the findings A fact sheet with main findings and recommendations A learning journal is expected to be shared with the final report. This documents learnings in a timely manner, promotes critical thinking, and reveals insights that can lead to better practices in future initiatives. In addition to the mentioned outputs, a follow-up and regular quick meetings with the programme and technical team focal points are required. These meetings will serve as a verbal data validation process to ensure the accuracy and reliability of the collected information. These follow-ups and meetings are necessary to address any concerns or questions that may arise during the evaluation process and to ensure that the evaluation findings align with the expectations of Oxfam and its partners. Please note that Oxfam will review all outputs and provide comments for the consultant/consultancy firm to consider and incorporate. Partner comments must also be taken into account before the final report is submitted and approved. The final evaluation report (a maximum of 30 pages) must be comprised of the following sections: Executive summary Introduction Methodology: How the data was collected, analysed, and validated (design study, sampling, protocols for data collection, criteria for disaggregation), including challenges and limitations that must be considered to understand and interpret findings Key findings Critical analysis of the collected data through statistical treatment Actionable recommendations emerging from the analysis including: Suggested reflections or adaptations to the Theory of Change or MEAL framework for future projects. Analysis of outcome- and output-level achievements and any unintended results. Lessons to inform the design, implementation, and MEAL of similar upcoming projects. Annexes: A copy of all approved tools, surveys and questionnaires used for data collection (qualitative or quantitative) Data sets (original and cleaned) including any field notes (raw data) The consultant/consultancy firm should have the following competencies: Essential Prior experience working on research/projects specific to Livelihoods in sensitive context. A minimum of 5 years of experience in conducting evaluations. Excellent skills in research methods, data collection and analysis. Knowledge of Oxfams gender-sensitive and feminist approaches and principles. Demonstrated experience in designing and conducting evaluations on transformative programing for international non-profit organizations. Excellent communications skills in English, including advanced writing skills. Strong communication and writing skills are mandatory. Familiarity with Oxfams work or other international NGOs will be an advantage.
