Any Economic Operator Interested In Submitting An Offer Can Address, To The Contracting Authority, Requests For Clarifications Up To The 18Th Day Before The Deadline For Submitting Offers. The Contracting Authority Will Respond To Requests For Clarification Until The 10Th Day Before The Deadline For Submitting Offers. Following The Application Of The Award Procedure, The Contracting Authority Will Conclude A Framework Agreement For The Provision Of Air Passenger Transport Services With The Bidders Who Have Admissible Offers, Ranked In The First 10 Places In The Intermediate Ranking Drawn Up At The End Of The Evaluation Of The Offers, The Minimum Number Accepted For Concluding The Framework Agreement Being 3 Economic Operators. In The Event That Two Or More Offers Will Have An Equal Total Value Of The Financial Proposal And Will Be Ranked In The Same Place, The Contracting Authority Will Request Them To Submit New Financial Proposals, With A View To The Tie-Breaker, Without Affecting The Higher Positions In The Ranking, In Accordance With The Provisions Of Art. 138 Para. (3) From Hg No. 395/2016, With Subsequent Amendments And Additions.
