Tenders are invited for Service Provider on Base Line Survey Project Misereor Urban Poor Women Development (UPWD) is a local non-governmental, non-profit and non-political organization that was established in August 1997 and registered with the Ministry of Interior (MOI) in 1998 as an NGO. Since its inception, the organization is actively involved in influencing State legislation in favor of the urban poor, and it strengthens the capacity of the urban women groups to negotiate with all stakeholders to secure their rights, and in addressing the issue of poverty and marginalization of urban slum communities by facilitating a process for resettlement of slum dwellers, improving sustainable and dignified livelihood sources and the basic amenities of the urban poor. UPWD implemented the project in 33 communities in 20 villages, 11 Sangkats, 6 Khans. It reached out to 2,680 households equal to 72,293 people in slum areas of Phnom Penh. The evaluation will be evaluated to the goal and objective as following: Objective 1. Community Empowerment: community ownership strengthened to respond to the issues and needs of women, children, youth, and vulnerable people living in urban/slum areas. Objective2. Communitys land rights: UPWDs target communities have updated information on urban development plan and improved knowledge on land/housing rights and advocacy to protect their land and/or minimize impacts of urban development on their house and land. Objective 3. Community livelihood: Enhanced small business operations and strengthened capacity to adapt to climate change. Objective 4: Gender Strengthening SCOPE OF WORK The main purpose of the base line survey is for using to measure achivement of the UPWDs three years project from 2025 to 2028. The base line should follow a collaborative and participatory approach that results in an analysis of baseline analized are quantitative and qualitative assessment based on the agreed methodology with UPWD. The processes is include dest review , interview targets members then analized the result. The survey is expected to follow the indicator and annalized the result from survey. Relevance: working with UPWD staff for develop questions and schedule for interview in targets communities. Effectiveness: To find out the data base for project implementation. Are the objectives of the project being finding ? Are the questoinaire is alline to indicatore? Did the selection of methods applied rather foster or hinder the projects progress? Would other methods have been more effective? To what extent did the project finding cross-cutting issues such as gender (e.g. the particular situation of women groups, land issue, livelihood, climate change and DRR), and inclusion (e.g. role of disabled or marginalized people in targets community)? Determine if UPWDs processes, procedures, standards, and M&E System are properly established and implemented to ensure its accountability and transparency.
