The Goal Is To Create An Agile And Easy Operating Model That Promotes The Market Entry Of Operators And Accelerates The Development Of Charging Points In Helsinki. In Accordance With The City Strategy 2025–2029, Helsinki Reduces Traffic Emissions And Promotes The Electrification Of Car Traffic. Reducing Traffic Emissions Plays A Significant Role In Achieving Helsinkis Climate Goals. In Addition To Atmospheric Emissions, The Electrification Of Traffic Has A Positive Effect On Air Quality And Driving Noise In Accordance With The City Of Helsinkis Environmental Protection Goals For 2040. The Attached Operating Model Draft Document Defines A Proposal For A New Helsinki Model. The Helsinki Model Means A New Way Of Bidding For Charging Points In Public Areas In Accordance With The Procurement Act. In The Past, Tendering Has Been Based On Individual Charging Station Assemblies, Which Have Been Tendered In A Few Large Lots. The Challenge Has Been The Citys Pre-Defined Exact Locations, Large Entities And The Rigidity Of The Process. The Purpose Of The Helsinki Model Is To Make The Entities Of A Reasonable Size And Speed Up And Facilitate Tendering. In The Future, We Will Compete For Access To The Supplier Register. Operators Admitted To The Register Can Book The Places To Be Operated Under Certain Conditions, Which Are Explained In More Detail In The Attached Document. The City Of Helsinki Does Not Compete For Ownership Of Charging Points Or Act As A Charging Operator. We Ask For Your Comments On The Attached Operating Model. Comments Must Be Submitted No Later Than Monday 16 February 2026 To The Email Address (
