The Purpose Of The Study Is To Contribute To Increased Knowledge About The Extent To Which The Current Regulations Sufficiently Contribute To Physical And Digital Security When Conducting Elections In The Municipalities And County Councils. The Investigation Will Give The Ministry A Better Basis For Assessing Whether There Is A Need To Regulate Certain Requirements That Can Contribute To Strengthening The Security Of The Municipalities And County Councils Conduct Of Elections In More Detail In The Electoral Act Or The Election Regulations, As Well As Assessing The Need To Strengthen Or Adjust The Guidance In The Area. The Ministry Believes It Is Important To Avoid Overlapping Regulations Or That Similar Regulations Open Up Questions Of Interpretation. A Key Part Of The Assignment Is Therefore To Map The Extent To Which Existing Regulations Are Applied To The Municipalities And County Councils Security Work Related To The Conduct Of Elections. By Existing Regulations Is Meant All Laws And Regulations That Affect The Municipalities, Not Just Regulations For Conducting Elections. Today, There Is No Opportunity To Vote Electronically In Norwegian Elections. The Ministry Wants An Assessment To Be Made As An Independent Part Of The Assignment Of How The Possible Introduction Of Electronic Voting Will Affect The Security Picture And Regulation Of Security In The Conduct Of Elections. The Assignment Is Divided Into Two Parts, Where Part 2 Builds On The Results Of Part 1. Part 1 Is The Largest Part Of The Assignment, And Entails That The Provider Must Carry Out A Survey Of Existing Regulations And Analyze How It Can Be Facilitated For The Best Possible Security And Preparedness In The Municipalities Election Implementation. This Will Give The Ministry A Basis For Investigating Whether There Are Areas Where There Is A Need To Regulate Safety More Closely Or Offer Increased Guidance.
