Customs Uses This Market Survey To Map Out Potential Lsc Device (Scintillation Counter) Providers. The Procurement Also Covers Maintenance Services. The Customs Laboratory Has Not Previously Used An Lsc Device. The Device Can Be Used To Define E.G. Bio Content Of Fuels, E.G. Hvo Content In Diesel Oils. The Concentration Should Be Known E.G. In The Classification Of Samples In The Customs Tariff And Excise Tax Product Groups (E.G. Biodiesel Oil / (Fossil) Diesel Oil) And In Their Mixtures. Measurements Made With The Device Cannot Be Replaced By Any Other Device In Use In The Laboratory. The Estimated Number Of Samples Annually Is Approximately 150 Samples In Total. The Equipment May Require Space Changes, Such As Dismantling Of Existing Furniture And Relocation Of Electrical Plugs. Customs Is Responsible For These. The Device Must Be Able To Measure The Carbon 14C Concentration In The Fuel Using The Lsc Method (Liquid Scintillation Counting) Din 51637. The Need Statement And A General Description Of The Purchase Of The Device Can Be Found In Appendix 1 Of The Request For Information. The Procurement Budget Will Be Approximately €170,000 For The Device And 4 Years Of Maintenance. The Device Must Be Delivered And Installed In Working Order And The Device Must Be Invoiced By 1 December 2026. Customs Asks Interested Bidders To Respond To This Request For Information By 9:00 A.M. On 30 January 2026 To Deliver The Material Listed Below Related To The Device Being Offered. Answers Should Be Sent To The Address [email protected]. It Is Hoped That The Content Of The Answer Will Be Sent In Finnish, But Materials In English Can Also Be Taken Into Account During The Market Mapping Phase. The Language Of Business During The Planned Bidding And Contract Period Will Be Finnish. If Possible, Customs May Also Organize Market Dialogues Among Potential Bidders During The Beginning Of The Year, But Customs Does Not Undertake To Organize Market Dialogues With Those Who Responded To The Request For Information. The Answer Sent By The Tenderer Is Expected To Contain At Least:- A Description Of The Equipment Being Offered And Its Operating Principles And Functionalities (Mirroring The Requirements Statement)- Preliminary Price Estimate / Price Range- Coverage Of The Maintenance And Service Network- Response Time In The Event Of Failure- Preliminary Delivery Time From The Order- Warranty Period- Suppliers Experience Of Similar Equipment Deliveries In The Last Three (3) Years Preliminary Procurement Schedule: - Request For Tenders Published 5/2026- Procurement Decision 8/2026- Entry Into Force Of The Agreement 9/2026. - Delivery And Installation Of The Device 10-11/2026 - Invoicing 11/2026 Customs Does Not Commit To A Schedule Estimate. During The Procurement Procedure, A Test Sample Will Be Analyzed. Commissioning A Market Survey Does Not Oblige Customs To Conduct A Planned Tender And Customs Does Not Pay Compensation To Bidders Participating In The Market Survey.
