Expression of Interest for Independent Final (Ex Post) Evaluation of the SPEIG Trust Fund: From Inception to Closure The World Bank invites qualified international/local consulting firms or consortia to express interest in conducting the final independent evaluation of the Strategic Partnership for Egypts Inclusive Growth (SPEIG) Trust Fund. The SPEIG TF, established in 2017, has supported Egypts inclusive growth agenda through social protection and inclusion, economic resilience and competitiveness, and climate actions, with gender equality and womens empowerment as cross-cutting priorities. The selected firm will assess the Trust Funds relevance, coherence, effectiveness, efficiency, impact, and sustainability across its portfolio, covering activities from inception through the closing date of March 31, 2026. The evaluation will be rigorous and evidence-based, employing mixed-methods including portfolio review, contribution analysis, key interviews, and targeted case studies. The assignment requires a team with proven experience in complex, multi-sector evaluations for international development organizations, ideally with expertise in Egypt and/or the MENA region. Interested firms should demonstrate their capacity to deliver high-quality analysis and actionable recommendations, and submit a financial proposal detailing personnel, travel, translation/interpretation, and other direct costs. Arabic proficiency and local research capacity are highly desirable. The World Bank will facilitate access to relevant documentation and introductions to key stakeholders.
