Tenders are invited for Consultancy on Mapping Donors and Partners for ChildFund Guinea and Senegal (GinSeng). Closing Date: 16 Jan 2026 Type: Consultancy Location: Guinea and Senegal Duration: 60 days from January 19, 2026, divided into two phases of 30 days each. 1. Context The donor landscape has undergone significant changes over the past year due to geopolitical developments and shifts in domestic priorities within Western countries. Countries in the Global South are facing a substantial reduction in foreign aid, which threatens to undermine hard-won gains against a backdrop of growing needs for social services and increasing natural and man-made shocks that affect the resilience of children, families, and communities. Guinea and Senegal, as low-development countries, are not immune. Funding opportunities for development programs are becoming increasingly scarce and, when they do exist, more competitive than ever. In both countries, donor and partner agencies have undergone institutional and structural changes to adapt to this new reality. In this context, ChildFund GinSeng, as part of its Fiscal Year 2026 (FY26) objectives, aims to improve its fundraising performance by the end of June 2026 to support the implementation of its Strategy in both countries (Guinea and Senegal) and to amplify its impact. To achieve this, it is essential to identify and engage donors and partners whose priorities and values are aligned with those of ChildFund GinSeng. Donor and partner mapping, strategic engagement planning, and capacity building for business development staff are crucial to ensuring sustainable funding and high-impact partnerships. 2. Objectives As part of its Business Development Investment Plan for AF26, this consultancy is commissioned by ChildFund GinSeng to achieve the following objectives: Conduct a comprehensive mapping of existing and potential donors and partners in Guinea and Senegal, relevant to ChildFund GinSengs thematic areas, namely: Health and Nutrition Water, Hygiene and Sanitation (WASH) Education (Early Childhood Development, Primary Education) Livelihoods / Food Security and Resilience (with a focus on youth and women) Climate Change Adaptation Child Protection (protection of children within families, communities, schools and online) Gender-Based Violence (GBV) Analyze donor priorities, currently funded programs/projects, funding trends, and funding mechanisms for the next three to five years, and propose potential engagement strategies. Analyze partner priorities, currently implemented programs, common thematic areas, and areas of complementarity for collaborative and partnership engagements for the next three to five years. Develop a strategic engagement plan to establish and maintain long-term relationships with donors and partners. Support the capacity building of staff in business development, including leading the preparation, review and submission of grant proposals of an amount equal to or greater than two (02) million USD during the second phase. 3. Scope of Intervention The consultant or team will conduct the mission in two phases: Phase 1 (first 30 days) for the following tasks: 1. Mapping donors and partners in both countries: Identify current and potential donors (bilateral, multilateral, foundations, private sector, UN agencies, philanthropies, etc.). Classify donors by theme, duration of the strategy, geographic coverage, size, and funding modalities. Identify current and potential partners (implementing partners, technical partners, research partners, advocacy partners, etc.). Support the GinSeng Country Office in pre-positioning, forming consortia, drafting and/or reviewing proposals for funding opportunities of an amount equal to or greater than two (02) million USD during the second phase. 4. Deliverables Inception Report detailing the methodology and work plan. Draft report on donor and partner mapping, including analyses and categorization. Presentation of the report to the ChildFund Guinea and Senegal Senior Management Team (SMT) and the ChildFund International Business Development Team for feedback and input for finalization. Submission of the final donor and partner mapping report to the Country Director, marking the completion of the first phase. Strategic engagement framework including approaches, tools, plans, timelines, and responsibilities for donors and partners, submitted to the ChildFund Guinea and Senegal SMT and the ChildFund International Business Development Team for review and validation. Business development training sessions and tools delivered, with practical support for pre-positioning, drafting, and reviewing proposals for funding opportunities arising during the period, with a target success rate of at least 85%. Final consultancy report, including all tools and products developed, submitted to the Country Director no later than fifteen (15) working days after the end of the mission. 5. Methodology Document review of donor strategies and funding databases. Interviews (in person and remotely) and/or questionnaires with internal stakeholders, donor representatives, and partners. Use of donor intelligence platforms (e.g., Devex, Funds for NGOs, OECD, donor portals). Survey of the skills, experience, roles, and responsibilities of business development staff, as well as capacity-building needs. Interviews with members of the Country Team on development objectives, achievements, challenges, and strategies to improve the Country Offices grant procurement performance. Review and validation meetings with the Country Team. 6. Duration and Schedule Total duration: 60 days Phase 1: 30 days (January 19, 2026 to February 18, 2026) Phase 2: 30 days (February 19, 2026 to March 18, 2026) 7. Required Expertise Proven experience in donor mapping and resource mobilization within the NGO sector. Strong understanding of development finance and donor trends.
