Supporting Services For The Government – ​​Project: Introduction Of The Bestal Software In Bulgaria, Sub-Project: Training And Advice On The Bestal Software In Bulgaria. As A Member State Of The European Union (Eu) And A Party To The Convention On Long-Range Transboundary Air Pollution (Clrtap; Hereinafter: The Clean Air Convention), Bulgaria Is Obliged To Implement And Enforce Both The Eu Legal Standards For Improving Air Quality And The Clean Air Convention And Its Protocols, In Particular The Gothenburg Protocol, Into Its National Legislation In Order To Improve Air Quality Improve. Bulgaria Is Faced With The Challenge Of Exceeding Limit Values, Among Other Things. Of Fine Dust (Pm10). In Order To Make Progress In Combating Air Pollution, The Bulgarian Ministry Of Environment And Water (Moew) Wants Both Regulatory Authorities And (Industrial) Companies Planning New Sites Or Site Expansions In Bulgaria To Use The Bestal Software To Calculate Appropriate Chimney Heights. In Preparation For The Broadest Possible Application Of Bestal In Bulgaria, The Moew Would Like To First Train Relevant Personnel In The Use Of Bestal And Reflect With Experts On Political And Regulatory Options That Enable The Broad Application Of Bestal In Bulgaria, Including: As An Element Of The Official “Methodology For Calculating The Height Of The Exhaust Devices, The Dispersion And The Expected Concentrations Of Pollutants In The Soil Layer” In Accordance With Article 11 (2) And (3) Of The Bulgarian Air Pollution Control Act, Which Is Used In Bulgaria To Calculate The Dispersion Of Pollutants In The Atmosphere From The Exhaust Gases From Stationary Sources/Industrial Enterprises, Thermal Power Plants, Etc. (Hereinafter: The Official Methodology). As A Partner In The German-Bulgarian Government Agreement On Cooperation In The Field Of Environmental Protection, The Federal Ministry For The Environment, Climate Protection, Nature Conservation And Nuclear Safety (Bmukn) Would Like To Support The Moew In Its Concerns And Has Agreed To Have A Project Developed As Part Of Its Advisory Assistance Program (Bhp) That Will Help With The Introduction Of Betal In Bulgaria. In Its Role As Project Sponsor For The Bhp, The Federal Environment Agency (Uba) Developed This Service Description Together With The Moew And Is Now Looking For Expertise To Carry Out This Project. The Direct Project Goals Are: - Relevant Employees Of The Moew, Its 15 Regional Supervisory Authorities (Regional Inspectorates Of Environment And Water, Riews) And The Environmental Agency (Executive Environment Agency, Exea) Have Theoretical And Practical Knowledge In Order To Be Able To Use The Bestal Software. - A Selection Of Employees Of The Moew, Its 15 Riews And The Exea Are Able To Work As (Internal) Trainers For Future Training In The Use Of The Bestal Software In Their Authorities And, If Necessary, Beyond In Bulgaria. - Relevant Employees
