Expression of Interest for Capacity Development for Iraq Center of Excellence in Renewable Energy/Solar (CERES) The World Bank has been providing technical assistance (TA) to the Government of Iraq (GoI) on climate change and energy transition through initiatives such as the Country Climate and Development Report (CCDR) and the Renewable Energy Integration Strategy and Investment Plan. Building on this foundation, the World Bank, through the Energy Sector Management Assistance Program (ESMAP), is supporting the establishment of a Center of Excellence in Renewable Energy/Solar (CERES) at the University of Baghdad. CERES aims to strengthen Iraqs capacity to develop renewable energy resources, promote science- and technology-based approaches to the energy transition (including energy efficiency), and contribute to national and regional clean energy objectives. Initially focused on solar energy, CERES will serve as a platform for broader renewable energy development in Iraq. To support these objectives, the World Bank seeks to engage a consulting firm to deliver targeted capacity development support to CERES. The consulting firm will support the World Bank in developing CERESs capacity through targeted, hands-on technical assistance and training. The consulting firm will: Design and implement practical capacity development programs to operationalize CERESs consulting and capacity development services, including service line development, lead generation, and technical training aligned with the Centers consulting offerings. Support the development of three (3) modules that can later be integrated into undergraduate and graduate programs of partner institutions, including workshop design, pedagogical and technical knowledge training, recommendations for required software, tools, specifications, and procurement strategies. Collaborate with CERES teams to co-develop an implementation plan for launching consulting, capacity development, and training services.
