With This Announcement, The Helsinki Employment Service Office (Hereinafter The Procurement Entity) Establishes A Dynamic Supplier Register For The Acquisition Of Neighborhood Alliance Services And Related Additional Services For The Procurement Entity. It Is A Procurement Of Social And Health Services That Exceeds The National Threshold In Accordance With Annex E Of The Act On Public Procurement And Right-Of-Use Agreements (1397/2016, Procurement Act). The Goal Of The City Of Helsinki Is To Offer The Best Employment Services In Finland, Which Are Based On The Genuine Needs Of Helsinkis Working-Age Residents And Companies. The Procurement Unit Develops Employment Services, Paying Special Attention To Youth Services And The Determined Reduction Of Long-Term Unemployment. The Main Goals Of The Neighborhood Alliances Are: • To Support The Strategic Goal Of The City Of Helsinki To Offer The Most Impressive Employment Services In Finland • To Reduce Long-Term Unemployment And Strengthen The Employment Of Young People And Groups With A Weak Labor Market Position In Particular • To Increase City-Level And Regional Multidisciplinary Cooperation Between The Citys Industries, Service Providers, Companies And Organizations • To Combat Regional Differentiation And Strengthen The Vitality Of Neighborhoods • To Develop And Pilot New Operating Models, Gather Information About Them And Create Prerequisites For The Permanent Introduction Of Cost-Effective Solutions And Wider Scaling. The Object Of The Dynamic Supplier Register Is Described In More Detail In Appendix 1 Of This Request For Participation. The Operating Models And Conditions For The Dynamic Supplier Register Are Described In Appendix 2. During Its Validity, The Dynamic Supplier Register Is Open To All Suppliers Who Meet The Eligibility Criteria. Candidates Apply To Participate In The Journalist Search By Submitting A Participation Application. By Submitting The Application For Participation, The Candidate Commits To The Conditions Mentioned In The Request For Participation And Its Attachments. The Procurement Unit Accepts All Bidders Who Meet The Requirements Set Out In The Request For Participation And Its Attachments To The Dynamic Supplier Register. All Suppliers Accepted Into The Dynamic Supplier Register Can Submit A Bid To The Requests For Bids For Neighborhood Alliances. The Dynamic Supplier Register Of The Neighborhood Alliance Is Valid Until 31 December 2035, Unless It Is Shortened Or Extended With A Separate Notification. The Procurement Unit Does Not Commit To Any Procurement Quantities Or Quantity Purchase Obligations With This Announcement.
