Request for proposals for Final Evaluation of the OTP-IM Cam Project "Promoting Transparency in the Forest Sector in Cameroon through the Promotion of the Open Timber Portal and the Implementation of Independent Forest Monitoring" The World Resources Institute (WRI) intends to award a "fixed price" contract to conduct the final evaluation of the OTP-OI CAM project, funded by the Delegation of the European Union and implemented by WRI and its partners since 2021. All proposals must be submitted by January 16, 2026. The evaluation will start in mid-February 2026 and end in mid-April 2026. About the World Resources Institute Founded in 1982, the World Resources Institute is a global organization that goes beyond research to put ideas into action. We work with governments, businesses and civil society to find solutions to pressing environmental challenges. WRIs transformative ideas protect the land and promote development because sustainability is essential to meeting human needs and meeting human aspirations in the future. About the Open Timber Portal In 2021, WRI received a grant from the Delegation of the European Union as part of the Programme dAmélioration de la Gouvernance en Milieu Forestier (PAMFOR) for implementation of the project "Promotion of transparency in the forest sector in Cameroon through the promotion of the Open Timber Portal (OTP) and the implementation of independent forest monitoring (IM)". This project, called OTP-IM CAM, aims to mobilize civil society organizations (CSOs) specializing in IM that conduct investigations along the entire timber supply chain. The consortium of CSOs is made up of: Field Legality Advisory Group (FLAG), Forestry and Rural Development (FODER) and the Center for Environment and Development (CED). The project aims to reduce illegal logging in Cameroon, with the specific objective of improving transparency in the Cameroonian forestry sector, in order to implement the VPA-FLEGT. The Forest Policy Governance (FGP) team aims to halt forest loss and reduce illegal logging through three levers: by increasing capacity for compliance with laws and regulations in the private sector; by increasing transparency within agricultural and forest products trade and improving access to supply chain information; and by catalyzing the application of scientific verification methods for claims about the species and origin of products. WRIs work on Forest Governance and Policy also aims to learn from and apply lessons from supply and demand-side interventions to reduce illegal logging to other commodities associated with deforestation and forest degradation. The Open Timber Portal (OTP) is a project of WRIs Forest Policy Governance Team. The OTP is a web-based platform that promotes compliance with legal requirements for timber harvesting and trade by compiling information from government, the private sector and independent third-party observers in producing countries. The OTP brings transparency to forest operations by making previously inaccessible information about management practices on the ground and compliance with timber legality requirements public. It compiles information from three different sources: official concession boundaries and the list of government-registered timber producers; documents voluntarily uploaded by timber producers to demonstrate compliance; and comments from independent third-party observers. The OTP was designed by the World Resources Institute in consultation with government, private sector, and civil society actors. SCOPE OF WORK AND OUTPUTS/DELIVERABLES This evaluation aims to assess the project in terms of the quality of the activities implemented and the results achieved, based on the criteria of the Organization for Economic Cooperation and Development (OECD), through the following four objectives: Evaluate the projects intervention, by analyzing the results obtained and the quality of the actions carried out, Analyze the efficiency in the management of resources and evaluate the sustainability of the results to ensure the sustainability of the actions, Measure the impact of activities on target groups, by evaluating the resulting changes, Draw key lessons from the intervention and make recommendations to strengthen future interventions Tender Link : https://www.wri.org/about/procurement-opportunities
