About the project CARE International in Rwanda, along with consortium partners Duharanira Amajyambere YIcyaro (DUHAMIC-ADRI),Pro-Femmes/ Twese Hamwe (PFTH), Association of Micro Finance Institutions Rwanda (AMIR), and URWEGO Finance secured 5- year project (2023 2027) entitled Supporting and Enhancing Resilient and Viable Employment Opportunities) SERVE funded by the Mastercard Foundation which aimed at building a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda. Rationale Heavy rainfall accompanied by strong winds occurred in Kabarondo Sector, Kayonza District, on September 16, 2025, causing significant damage to agricultural activities in the area. The SERVE supported activities that were affected by the rain include: Chili nursery bed established under the SERVE Project to cover 5 hectares, around 1.95ha of French beans, and 1ha for the rotational crops. The crisis affected 25 MSEs (10 females, 15males) project participants aged 18 - 35 years. The crisis led to loss of income, increased food shortages, and rising uncertainty about the future as many depend on agriculture and small-scale activities for their businesses and food security. The total monetary loss value is Rwf 8,241,150. If not supported, affected youth risk falling deeper into poverty, dropping out of project, and facing long-term livelihood challenges. It is in this respect that SERVE project activated crisis modifier fund to support the affected youth through procurement and distribution of agricultural inputs (seeds, fertilizers and pesticides). Objectives The overall objective is to support youth affected by heavy rains to recover their agriculture business plans, restore basic infrastructure, and build their resilience to shocks. Specifically, the project intends to provide immediate support to youth led MSEs who lost crops and income due to heavy rains, to regain their agriculture business plans and income. Support approach and duration The procurement process will be directly managed by CARE within one month effective December 2025. Distribution of procured items will be done immediately in close collaboration with local authorities, implementing partner of the project DUHAMIC ADRI, farmer promoters and affected youth to ensure ownership and sustainability.
