The Deadline Until Which Any Economic Operator Interested In Participating In The Public Procurement Procedure Has The Right To Request Clarifications Or Additional Information Regarding The Award Documentation Is 22 Days Before The Deadline For Submitting Offers. Deadline For Responding To All Requests For Clarification/Additional Information, As Follows: 11 Days Before The Deadline For Submission Of Offers. The Contracting Authority Reserves The Right To Modify The Contract According To The Provisions Of Art. 221 Paragraph (1) Letters A), E) And F) Of Law 98/2016 With Subsequent Amendments And Additions, Provided That This Does Not Fall Within The Provisions Of Art. 221 Para. (7), That Is, Not To Represent A Substantial Change. The Possible Changes That May Occur During The Period Of Service Provision Refer To The Following, Without Being Limited To Them: 1. Changes Of The Contracting Parties; 2. Changing The Name And/Or Form Of The Company, Changes That Do Not Involve The Creation Of A New Legal Entity; 3. Changes Resulting From The Implementation Of Requests From Various Institutions/Authorities/Entities That Have Powers Related To The Investment Objective (Such As: Ministries, Jaspers, Central And/Or Local Authorities/Institutions, Certified Verifiers, Control Bodies, Etc.); 4. Changes Generated By The Inclusion Of New Subcontractors And/Or The Replacement Of The Initial Subcontractors; 5. Changes Generated By The Change/Replacement Of Key/Non-Key Personnel/Other Personnel (Other Than The Experts/Persons Who Were The Subject Of Scoring Within The Evaluation Factors Related To The Award Criterion); 6. Changes Regarding The Extension Of The Deadlines For Delivery By The Provider Of The Reports/Deliverables Specified In The Contract Or Changes Regarding The Verification And Approval Of The Reports/Deliverables By The Beneficiary; 7. Modification Of The Activity Schedule, Initially Existing Within The Contract, During The Service Provision Period Through The Prism Of Reassignment Of Personnel And/Or Existing Resources/Economies. 8. Reallocation Of Resources Or Savings Within The Service Contract Generated By: A) Non-Consummation Of Periods Due To Non-Mobilization/Demobilization/Reduced Mobilization Of Experts/Staff; B) The Probability That Certain Resources Will No Longer Be Consumed/Needed; C) Application Of Penalties (Reduction Of Key/Non-Key Expert Fee) To The Provider; D) Non-Consummation Of The Mobilization Periods Due To The Late Signing Of The Service Contract Compared To The Execution Contract (In The Conditions Where Certain Phases Of The Execution Contract Have Already Been Completed); E) Redistribution Of Mobilization Periods Between Experts/Persons And/Or Between Stages/Phases Of The Service Contract For The Purpose
