INVITATION FOR BIDS (IFB) USING E-PADS(TENDER NO. IESCO/PMU/GOODS & SERVICES /NCB-272/2025-26)1.IESCO PMU invites e-Bids from the firms / manufacturers who are registered with PPRA EPADS, under National Competitive Bidding (NCB) using Single Stage Two Envelope E-Bidding Method in accordance with the provision of PPRA Rules.2.IESCO PMU has reserved the funds for the procurement planned during the financial year 2025-26. It is intended that part of the proceeds of the funds will be used to cover eligible payment under the contract for Procurement of Goods & Services for AMI Interoperability Lab.Eligibility The invitation for Bids is open to all bidders meeting the following requirements:a)Registration with PPRA, including the use of EPADS.b)Bidder or its manufacturer or JV (any partner) shall have successfully completed at least One (01) number of contract of same nature/type. Same nature/type means supply & installation of electrical equipment & gauges, building material, wiring etc at any lab having comparable characteristics/ features such as moisture controlled and quantum.Terms & Conditions3. National Competitive Bidding (NCB) will be conducted in accordance with Single Stage Two Envelope E-bidding method.4.A complete set of Bidding Document contain detailed instructions/terms & conditions and specifications, are available for registered bidders on EPADs at (http://www.eprocure.gov.pk).5.The e-bids have partial and incomplete documents shall be rejected.6.The prospective bidder shall submit Bid security in an acceptable form mentioned in ITB in the amount fixed in PKR 2,500,000/- valid for 28 days beyond bid validity period in favor of Chief Engineer (Development), Islamabad. This must be before the bid closing time, failing which the e-bid shall be considered non-responsive liable to rejection. The bid shall be valid for a period of 90 days.7.All the interested Bidders are directed to apply through E-Pak Acquisition & Disposal System (E-PADS) portal online (www.eprocure.gov.pk) as per procedures laid down in the regulations of PPRA. 8.The bids will be received till 05.01.2026 up to 11:00 Hrs and technical bids will be opened on 05.01.2026 at 11:30 Hrs in the presence of participants or their authorized representatives (bearing authority letters) at time mentioned above on the same date in the office of Chief Engineer (Development), IESCO, Islamabad.
