Expression of Interest for Feasibility Study to Encourage Private Sector in Developing Green Affordable Housing in Bangladesh Affordable housing is a priority for the Government of Bangladesh (GoB) and IFC. Bangladesh, with a population of approximately 173 million, faces acute housing challenges that present both developmental needs and significant private sector investment opportunities. IFCs 2025 Country Private Sector Diagnostic (CPSD) reveals that around 80% of urban households live in inadequate housing, many of whom rent while aspiring to own homes. According to an IFC assessment of the housing sector in Bangladesh (2019), approximately 11.9 million urban households reside in informal housing. The demand for affordable housing in urban areas was estimated at 6 million units in 2019, projected to increase to 10.5 million units by 2030. However, in contrast, the supply was only 17,000 in 2019, indicating a 93% supply gap. The estimated commercially viable financing requirement for the existing demand of affordable housing units is USD 60 billion or 4.9 trillion BDT (Bangladeshi Taka), and the potential to create 2 million jobs in construction and related sectors. To support urban middle-income/affordable housing sector development and the renewed focus of the Government of Bangladesh (GoB), Bangladesh Bank (BB) and IFC intend to undertake comprehensive feasibility studies of constructing demonstration affordable/green affordable housing projects on government-identified land parcels, and identify business value proposition for private sector developers and banks/financial institutions to support these projects. The studies will also provide an analytical foundation for subsequent policy reforms and investment mobilization. This project aims to explore the feasibility of establishing affordable/green and resilient housing demonstration project at the Bangladesh Economic Zones Authoritys site in Mirsarai, Chittagong, to address the housing needs of white-collar and blue-collar employees of industries located within the zones.
