Request for proposals for Design and Development of an Online Educational Platform for Medical Students Closing Date: 2 Jan 2026 Type: Consultancy Abjad Initiative in collaboration with Syrian German Medical Society SGMA announces its intention to launch a tender for the design, development, and implementation of an integrated online educational platform dedicated to medical students. The platform aims to organize workshop and lecture bookings, provide access to recorded content, and support interactive medical education, in accordance with the specifications outlined below: 1. Core Concept Simplicity and clarity Ease of use and accessibility Modern and intuitive user interface The interface is a website compatible with all screens including Computer, Tablet and mobile screens (no app required). 2. Main Functional Requirements 2.1 Scheduling and Booking System Digital calendar for: On-site practical workshops Online theoretical lectures Easy booking and cancellation functionality (automatic cancellation until 24 hours before the workshop, then requires an admin approval) Capacity management for each session Waiting list management with automatic vacancy notifications (adding an option for waiting list registration and notification when there is a place) 2.2 Attendance and Progress Tracking Tracking student attendance for required and available sessions Identification of missing sessions according to a predefined educational plan (dynamic) Clear progress indicators for each student 2.3 Educational Goals System General goals defined by course instructors (e.g., minimum number of workshops or lectures to attend) Custom goals defined by individual students Percentage-based goal completion indicators 2.4 Evaluation and Online Assessments Session-based evaluation (available only to attendees) Online quizzes after workshops or theoretical lectures (no narrative questions and the quiz will be added from the subjects lecturer) Automated grading based on predefined answers Assessments are for educational and statistical purposes only (not pass/fail) Statistical reports (participation rates, curriculum coverage, average scores) 2.5 Media Library Centralized digital media library including: Recorded online lectures Recorded workshops (if available) Additional educational materials Classification and filtering by specialty, university, and faculty Integrated search functionality within the media library 2.6 User Accounts and Access Control Personal user accounts Mandatory university ID and student number for registration (electronic check for the needed information) Restricted access to authorized target groups only Role-based access system according to these levels (Student Instructor Moderator Administrator) 2.7 Communication and Interaction Faculty and university news section ( the news will appear on the main interface for a week then goes automatically to the news section) Student discussion/chat system with moderation tools Ability for moderators to suspend or delete discussions that violate platform rules (including automatic rules with forbidden words, in addition to the admin authority to erase any unappropriated chat, no direct chat between students) Direct question submission to course instructors and private chats with admins only 2.8 Notifications and Integrations Automated notifications for booked sessions (email and notification in the students account) Calendar integration with Google Calendar and Microsoft Teams Video conferencing integration with Zoom and Google Meet Vacancy alerts for fully booked sessions (email and notification in the students account) 2.9 Statistics and Reporting Comprehensive usage statistics Analytical reports for administrators and instructors Performance and engagement indicators 2.10 Scalability and Expansion Initial interface customized for Damascus University (this means that this interface serves Damascus University students and it is not a formal website for it) Ability to add additional universities in the future (in case of including new universities in the platform, an interface for each university) Classification by university and faculty Ability to add external links to reach other sites from SGMA, Abjad, Damascus University, etc.) 2.11 General Requirements Bilingual interface (Arabic and English) Mandatory acceptance of Terms of Use during registration (To be shared later) Public information pages and guided user tour High performance and ability to handle high concurrent user traffic 2.12 Delivery, Support, and Warranty Two-year technical support and maintenance Bug fixing and feature improvements upon request (Improvements related to the agreed basic requirements if they are not suitable or if errors occur as a result of an increase in the number of users, pressure on the platform, or programming errors) Considered a functional warranty period of two years Full delivery of the platform including complete source code to the Project management. 6. Eligibility and Submission Requirements Proven experience in developing educational or similar platforms Submission of a detailed technical proposal Submission of a separate financial proposal Commitment to the specified implementation timeline, estimated at two months from the date of contract signing.
