Education And Training Services – Certified English Courses For Students Of Grades 7 And 8 From Toruń And Golubsko-Dobrzyń Counties. The Subject Of The Order Is A Training Service Consisting In Conducting Certified English Courses For Students Of Grades 7 And 8 From The Toruń And Golubsko-Dobrzyński Counties. The Courses Will Cover A Target Group Of 1,112 Students Of Grades 7 And 8 Of Primary Schools Participating In The Project. The Order Is Implemented As Part Of The Project Eu-Genius In The World Of Scientific Elements, No. Fekp.08.13-Iz.00-0009/24, Co-Financed By The European Social Fund Plus Under The European Funds For Kujawy And Pomerania 2021-2027 Program, Priority 8 European Funds For Support In The Area Of The Labor Market, Education And Social Inclusion, Measure 8.13 General Education Regional Itis. A Detailed Description Of The Subject Of The Order Is Set Out In Annex No. 11 To This Tor. The Ordering Party Informs That The Order Has Not Been Divided Into Parts. Under The Selected Order Execution Variant, It Is Not Possible To Divide The Order Into Parts, As This Would Lead To The Risk Of Inconsistency, Lower Quality And Failure To Achieve The Overall Goals That The Ordering Party Must Achieve. The Order Concerns Certified Language Courses, Including Both The Training Process And External Examinations Ending With Obtaining Uniform, Recognized Certificates. Dividing The Contract Into Lots Would Be Unjustified For The Following Reasons: 1. The Need To Maintain Uniform Training And Examination Standards. Courses Must Be Conducted According To A Coherent Program Directly Linked To A Recognized Certification System. Separating Training And Examination Between Different Contractors Could Lead To Inconsistency Of The Methodology And Curriculum, As Well As A Reduction In The Effectiveness Of Teaching. 2. Responsibility Of One Contractor For The Entire Process. The Ordering Party Requires That One Contractor Is Responsible For The Entire Service - From Preparing Participants To Conducting Certification Exams. This Will Allow For Full Quality Control, Continuity Of The Process And Clear Definition Of Responsibility. Dividing The Contract Into Lots Would Increase The Risk Of Shifting Responsibility Between Contractors, Which Could Lead To The Inability To Achieve The Intended Results. 3. Requirements Of Certifying Institutions. Language Exams In Recognized Systems (E.G. Cambridge, Telc, Toeic, Goethe) Can Only Be Conducted By Entities With Appropriate Accreditations. Multiple Contractors Cannot Share Such Authority Among Themselves, And Different Certifying Bodies Are Not Interchangeable. Dividing The Contract Into Lots Would Lead To Inconsistency Of Certificates And Lack Of Comparability Of Results. 4. Risk Of Incompatibility Of Organizational And Technical Solutions. Courses Require A Uniform Schedule, A Progress Monitoring System And Coherent Organization. Introducing Several Contractors Would Increase The Risk Of Organizational Problems, Difficulties In Coordination And The Need For Management
