Publication Date: 12/22/2025 12:00 AM EST EOI Deadline: 01/12/2026 11:59 PM EST Description: The objective of this consultancy is to strengthen institutional capacity MoEUCC, Ilbank, line ministries, municipalities and other governmental bodies and public institutions needed to ensure the effective implementation of Renewable Energy (RE) deployment based on regulatory framework including permitting processes. The assignment will provide targeted technical assistance under the Public and Municipal Renewable Energy Project (PUMREP) to enable government institutions at central and local levels to manage, oversee, and accelerate the deployment of distributed RE. Specifically, the consultancy seeks to: · Support the effective implementation of RE deployment based on regulatory framework including permitting processes by building institutional capacity, clarifying processes, workflows, and providing practical tools to ensure that the improvements recommended can be applied effectively by MoEUCC, ILBANK, provincial directorates and other related stakeholders. · Strengthen Institutional Capacity of implementing agencies and beneficiary institutions through structured training programs, technical guidance, and improved internal processes for planning, supervising, monitoring and managing distributed RE systems. · Integrate Emerging Regulatory Requirements including recent amendments to the Environmental Impact Assessment (EIA) Regulation, Environmental Law, and Nearly Zero-Energy Building (nZEB) obligations into clear, predictable, and operational permitting pathways. · Enhance transparency and coordination between MoEUCC, ILBANK, TEA, EMRA, distribution companies, and provincial authorities to ensure consistent application of rules and streamlined processes. The ultimate outcome is to deliver a practical framework for stronger institutional performance, ensuring that regulations and permitting procedures translate into faster, more efficient more transparent, and more predictable deployment of distributed RE systems, aligned with Türkiyes 2035 renewable energy targets and 2053 net-zero goal.
