Tenders are invited for Processing Components for Artificial Nightime Light Remote Sensing - Expro plus To develop processing algorithm for remote sensing techniques to be used for Artificial Night time Light detection. Description: There is a need to contribute to the feasibility assessment of remote sensing techniques for Artificial Night time Light detection which is considered crucial to monitor and understand the impact of global urbanization. This observable is very much needed with high spatial resolution at different times at night. This activity focuses on specific challenges in the processing of observations in order to reach the desired Scientific Readiness Levels. It will make a first step towards mitigating the identified challenges focusing on the ground processing steps at Level 1 and potentially at Level 2. These aspects include but are not limited to:- Cloud screening and impact of undetected clouds;- Understanding of the atmospheric scattering and transmission models at night time, e.g. due to typical atmospheric aerosols in order to apply proper atmospheric correction;- Moonlight influence;- Restoration process to correct from effects such as saturation and air-glow. This activity encompasses the following tasks:- Review of the processing challenges related to Artificial Night time Light Remote Sensing;- Development and documentation of the processing algorithms;- Validation and performance assessment;- Identification of the way forward. As a further step the activity might consider also to go further up on Level 2 aspects. The pixel-level relationship between Night time Light and land features/human activities indeed requires further investigation. Although the potential to derive information on human activities is acknowledged, the lack of distinct texture information remains a challenge for accurately investigating various human activities at a finer scale.
