Quotation are invited for Consultancy Services Specially in Evaluating International and Cooperation Projects, Especially on Fields of Community Empowerment and Development. Qualifications: · Masters Degree in Public Administration, Political Sciences, Social Studies, Community Development or Other Related Fields, · at Least 7 Years of Experience in Evaluating International and Cooperation Projects, Especially in Fields of Community Empowerment and Development. · Expertise on Evaluation Approaches & Methodologies, Reporting and Analysis of Data, · Depth Knowledge of SDGS, Theory of Change, Sroi and Other Social Impact Analysis are Assets. · High Proficiency in English. · Experience in Managing Groups and being in Touch with Local Communities and National Authority and Networks of Stakeholders. · Experience in Digital Learning is an Asset. Price Offer Conditions The price offer shall include a clear plan technical presentation. The Price Quotation should be submitted in (EURO), excluding VAT on the table below (Annex I). If The External Evaluator (applicant) is a company, they should be able to provide a ZeroVat invoice and a valid deduction at source certificate if not 10% will be deducted and paid to Ministry of Finance (MoF). If the External Evaluator(applicant) is an individual, they must submit a payment request at the end of completion of required services that includes the required amount without Value Added Tax (VAT). The request must also be accompanied by a valid Deduction at Source Certificate. If NOT 10% will be deducted and paid to Ministry of Finance (MoF). The Price Offer is Valid until the End of the Project (16.12.2027). The payment will be within one month (30 working days) after issuing the Zero vat invoice. The required total amount for consultancy services will be paid in installments after completion of tasks required in line 3.d and this will be arranged when contracting the external evaluator.
