The Subject Of The Procurement Is The Provision, Introduction And Operation Of A Future-Oriented Open Data Portal For Saarland. Building On The Planned Development Cooperation Between Saarland And Bavaria, The Open Source Data Management Platform “Piveau” Is To Be Introduced In Saarland. The Aim Of This Development Cooperation Is To Implement The Necessary Functional And Technical Expansions In A Coordinated, Coordinated Manner And In A Way That Conserves Resources. Further Cooperation Partnerships With Other Countries Cannot Be Ruled Out. The Platform To Be Provided For Saarland Must Cover All The Services Required To Operate A Fully Functional, User-Friendly And Sustainable Data Portal. The Scope Includes In Particular: Structure Of The Portal (See Section 5.1): The Complete Technical Implementation Of The Portal Including The Installation, Initial Setup (Configuration), Design As Required And The Establishment Of Operational Readiness Including The Landing Page And Municipal Subpages. This Also Includes Connecting The First Data Sources. Operation And Maintenance (See Section 5.2): The Operation Of The System As A Cloud Solution, Including Data Backup (Backup), Server Capacities And Clear Service Agreements (Service Level Agreements, Slas) For Availability And Response Times, Including Quality Management Of Metadata And Data Maintenance, Analysis And Monitoring, Release Management And Test Management. This Also Includes Ongoing Maintenance Of The Software With Regular Updates (E.G. Security Updates). Further Development (See Section 5.3): Ongoing Integration Of Additional Data Providers Through The Establishment Of Mini-Presences Or Development Of New Functions. Portal Management (See Section 5.4) As Optional Services: Support In The Preparation Of Training Courses, Guidelines For Data Providers/Data Users, Communication Measures And Other Content-Related Documents To Promote The Use Of The Portal
