Quotation are invited for Constitution Development and Registration of Opd in Renk County, Upper Nile State, Republic of South Sudan 2. Overall Objective of the Consultancy To develop five copies of constitutions for OPDs in Renk County with inputs from the OPD executives and in compliance with South Sudan constitution, and register them with national Relief and Rehabilitation Commission (RRC) in Juba. 3. Specific Objectives of the consultancy I. Develop a constitution for the OPD in Renk County, Upper Nile State, with participation of the board members. II. Ensure that the developed constitution complies with South Sudans constitutional and customary laws and stamp it to be a binding document on which the OPDs can govern their affairs in Renk County III. With leadership support of the OPD Board, register the OPD with RRC at national level in Juba 4. Scope of Work The consultant will: a. Review existing constitutions and governance documents of OPDs. b. Facilitate participatory workshops to gather input from OPD members. c. Draft or revise constitutions in consultation with stakeholders. d. Conduct training sessions on governance, leadership, and organizational management. e. Provide mentorship and coaching to OPD leaders. f. Develop toolkits or manuals for ongoing governance support. g. Register the OPD with RRC at national level in Juba. 5. . Deliverables Drafted or revised constitutions for each OPD, registered with RRC at national level in Juba. Workshop reports and stakeholder consultation summaries. Training materials and session reports. Governance toolkit/manual tailored for OPDs. Final consultancy report with recommendations. 6. Duration of Consultancy The consultancy will run for a period of 21 days, starting from date of signing the Terms of Reference agreement. The work will require the consultant to move to Renk County where this activity of drafting the constitution will be conducted. 7. Quality Service and Compliance ADA expects a consultant to be a professional lawyer knowledgeable in the constitutional and customary laws of South Sudan and that a copy of the constitution developed for OPD will take care of all the aspects of the norms, regulations and bylaws of each community where OPD is based. Laws that contravene the national or community co-existence are not encouraged to appear in any of the copies of the constitution that will be developed.
