Expression of Interest for Strategic Roadmap for Sustainable Ports and Green Hydrogen in Peru. The World Bank seeks a consulting firm to help Peru plan a cleaner, more efficient port sector. The assignment has two parts. First, review Perus current laws, regulations, and institutions for environmental management and energy use in ports. Identify gaps and overlaps, reference relevant international standards, and propose practical changes to strengthen coordination and reduce pollution. Produce a prioritized roadmap of policy and regulatory actions and related investments. Second, assess how a green hydrogen industry could support maritime transport. Identify promising port locations and logistics corridors, analyze demand for hydrogen-based fuels (such as green ammonia and green methanol), and prepare pre-feasibility studies for four priority ports. These studies should cover technical options, infrastructure needs, costs, environmental and social considerations, and financial viability. Recommend a phased plan for implementation. Work will be carried out in Peru over 810 months, in close coordination with national authorities and stakeholders. The firm should field senior experts in maritime/environmental law and policy, port planning, hydrogen and port infrastructure, and energy economics/finance, with strong experience in Latin America and knowledge of the Peruvian context. Key deliverables include a methodology note, legal and regulatory assessment, governance proposals, an action roadmap, stakeholder presentations, site-specific pre-feasibility studies, and a consolidated plan for green hydrogen in maritime transport.
