Architectural And Related Services - Renovation Of The Old N47 Business Park - Preliminary Process And Preparation - Appointment Of Engineering Firm. Context And Reason The N47 Industrial Estate In Zele Is One Of The Oldest Industrial Estates In The Dendermonde Region And Is The Most Important Employment Location Within The Municipality. With More Than 100 Established Companies, The Site Plays A Key Role In The Economic Dynamics Of Zele As An Economic Hub On The Ghent-Antwerp Axis. Despite This Important Position, The Business Park Suffers From A Series Of Structural Bottlenecks: Outdated Infrastructure, Fragmented Ownership Structure, Low Image Quality, Poor Spatial Coherence, Limited Attention To Sustainability And Energy Efficiency, A Suboptimal Mobility Network, And A Missing Vision On Park Management. An Integral Redesign And Redevelopment Is Therefore Necessary To Make The Industrial Estate Future-Proof And To Evolve Into A Climate-Neutral Industrial Estate. Purpose Of The Preliminary Phase The Preliminary Phase Is Partly Financed Through A Subsidy From Vlaio, And Implements The Flemish Government Decree Of 19 July 2019 Granting Support For The (Re)Development Of Industrial Estates. The Preliminary Phase Aims To Develop A Concrete Action Plan That Is Supported By The Actors Involved And That Provides Direction For The Subsequent Redevelopment And Management Of The Site. The Preliminary Phase Consists Of: • A Feasibility Study In Which The Technical, Organizational, Financial And Legal Bottlenecks Are Investigated And Solutions Are Proposed; • Process Guidance In Which Coordination And Cooperation With The Various Stakeholders (Including Owners, Companies, Municipality Of Zele, Vlaio, Voka, Infrastructure Managers, Utility Companies, Etc.) Are Organized And Supported. The Explicit Aim Of The Assignment Is To Arrive At: • A Supported Vision For The Redevelopment (Master Plan) Of The Site; • An Action Plan With Financial, Legal And Organizational Support; • A Proposal For Design (E.G. Image Quality Plan), Including Attention To Greening, Water Management, Energy Supply And Mobility; • A Proposal For Further Management, Cooperation And Process Organization. Complexity And Challenges The Redevelopment Of The N47 Business Park Is Complex Due To, Among Other Things: • The Size And Location On Both Sides Of The N47; • The High Occupancy Rate And The Lack Of Expansion Options; • The Fragmented Ownership Structure; • The Absence Of Existing Issuance, Management And Maintenance Plans; • The Presence Of Diverse Functions (Industry, Trade, Housing, Leisure Activities); • The Interconnection With Adjacent Residential Areas And The Lack Of Green Buffers.
