Since September 2021, The State Parliament Of North Rhine-Westphalia Has Been Broadcasting Its Plenary Sessions, Including Special Sessions, As Well As Selected Presidential Events In A Separate, Barrier-Free Live Stream In Addition To The Regular Live Stream. In Addition, Specialist Committees Can Also Request A Barrier-Free Live Stream For Individual Agenda Items Or An Entire Meeting. The Barrier-Free Live Stream Consists Of The Live Image Of The Plenary Hall Including Sound, A Representation In German Sign Language (Dgs) And The Display Of Live Subtitling (Hereinafter: Barrier-Free Stream). The Barrier-Free Live Streams Will Be Made Available As Videos-On-Demand On The State Parliaments Website After The Meetings. This Procurement Process Is Intended To Select A Service Provider To Continue Barrier-Free Streaming From June 1, 2026. The Contract Is For Two Years. When In Session, The State Parliament Generally Meets On Two To Three Days Per Month, Namely Wednesdays, Thursdays And Fridays. The Plenary Sessions On Fridays May Be Canceled If Necessary. The Decision Is Made By The Council Of Elders On Wednesday Of The Previous Week When The Agenda Is Set. The Plenary Days For 2026 Have Basically Been Fixed (See Document L04). However, Changes To The Dates Are Still Possible In The Current Year. All Live Streams From The North Rhine-Westphalia State Parliament Can Be Accessed Via The Website Www.Landtag.Nrw.De. The Barrier-Free Live Streams Are Also Made Available As Videos On Demand. Subsequent Editing Of The Live Subtitling Is Usually Not Planned. However, The State Parliament Reserves The Right To Have These Processed Subsequently In Individual Cases.
