The Bbr Is Looking For Suitable Planning Offices For The Conclusion Of A Framework Agreement On Specialist Planning Services For Technical Equipment, System Group 8, Building Automation (System Automation And Room Automation) For Construction Projects In Accordance With Section E Of The Rbbau And, In Special Cases, As Part Of The Client Support In Requirements Planning (According To Section C Of The Rbbau) For The Following Constitutional Bodies And Supreme Federal Authorities In Berlin: German Bundestag (With The Properties Reichstag Building, Paul-Löbe-Haus, Marie-Elisabeth-Lüders-Haus, Jakob-Kaiser-Haus And Other Bundestag Buildings). The Construction Tasks Include Renovation Measures, Modernizations And Energy-Saving Renovations Of Buildings And Building Sections With A Predominantly Representative Character. The Buildings Serve Administrative Purposes And Special Uses. They Have A High Level Of Technical Equipment And Are Subject To Special Safety Requirements During Construction And Operation. Some Of The Buildings Are Listed Buildings. The Measures Are Mainly Implemented During Ongoing Operations. The Fee Volume Per Individual Measure Is Expected To Be In The Range From Eur 50,000 To Eur 650,000 (Gross). According To Current Estimates, The Total Cost Volume (Kg 200-600) Of All Tree Measures Is Approximately Eur 400 Million (Net). The Specialist Planning Services Are To Be Awarded In A Framework Agreement With Several Specialist Planning Offices. The Bbr Carries Out The Award Procedure As A Negotiated Procedure With A Public Invitation To Participate In Accordance With Vgv In 2 Stages: — Stage 1: Participation Competition — Stage 2: Negotiation Of The Framework Agreement As A Result Of The Award Procedure, Up To 6 Framework Agreement Partners Should Be Available. The Decision On The Project-Specific Award (Stage 3 – Individual Commissioning) Of The Specialist Planning Services Is Made By Means Of A Renewed Call For Competition On Project-Specific, Order-Related Criteria Between All Economic Participants Who Are Parties To The Framework Agreement. The Award Criteria And Their Weighting Can Be Found In The Evaluation Matrix Level 3 (Appendix B To The Framework Agreement). The Sub-Criteria Are Based On The General Conditions Of The Individual Orders And Can Therefore Vary. The Individual Orders Include Specialist Planning Services For Technical Equipment (System Group 8). The Exact Scope Of Services Is Specified In The Individual Order (Level 3 – Specific To The Project). The Assignment Will Be Carried Out In Stages. There Is No Entitlement To Transfer Of All Benefits. The Client Reserves The Right To Limit The Transfer Of Further Services To Individual Sections Of The Construction Project Or Individual Service Areas. The Framework Contract Term Is Expected To Begin In April 2026. The Commissioning Of The Specialist Planning Services (Specific To The Property) Is Planned For The Years 2026 To 2030. The Duration Of The Individual Orders Based On The Framework Agreement (Specific To The Object)
