Expression of Interest for Pre-Feasibility Study of Blended Finance Solutions for Malaysia. Description: This consultancy supports the World Banks (WB) analytical and advisory work on blended finance in Malaysia to accelerate innovative climate finance solutions, including structures leveraging publicprivate partnerships. The focus is a comprehensive prefeasibility/options analysis for potential blended finance structures suitable for a middleincome context, assessing how a vehicle could pool capital from a range of investors alongside concessional funds. The consultants outputs are for the World Banks use and will inform the Banks advisory to Malaysian stakeholders and authorities, including a leading development bank, on options for a national blended finance solution. All deliverables are addressed to and owned by the World Bank. Stakeholder engagement (e.g., Malaysian authorities, market participants) is for informationgathering to support Bank analysis. At the Banks request, the consultant may participate in WBled stakeholder briefings to present and explain findings; any external sharing of materials requires prior written authorization from the World Bank. The consultant will not provide implementation support under this TOR, nor represent the World Bank or any stakeholder.
