Expression of Interest for Public Private Partnerships (PPPs) as an Alternative to Turnkey Contracts The objective of this activity is to support the Government of Panama in scaling up the use of PPPs as a fiscally preferable contracting modality, leveraging lessons learned from the initial wave of PPPs and comparing them to turnkey contracts. The activity will identify regulatory, procedural, and institutional adjustments needed to level the playing field between PPPs and turnkey contracts, facilitate project transitions to the PPP pipeline, and strengthen the PPP framework for broader implementation.
