The Purchase And Management Of Ict Specialist Services Relates More Specifically To The Following Performances: - Direction: Selection And Delivery Of Ict Specialist Services Based On Time & Materials - Team: Selection And Delivery Of Ict Specialist Teams Based On Time & Materials. The Selection Of A Team From The Same Subcontractor Aims To Optimize The Operation And Execution Of A Number Of Predefined Assignments (For Example With A View To Training, Knowledge Of The Assignment, Replacement, Good Communication, Etc.). Description Of The Assignment The Service Provider Is Called “Managed Service Provider” (Msp). The Service Provider Will Use A “Vendor Management System” (Vms) Platform. The Service Provider Will Be Responsible For The Follow-Up And Reporting Of The Various Files (Search For Ict Specialists, Management And Follow-Up Of Contracts, Management Of Timesheets, Invoicing, Etc.) In Strict Compliance With Belgian Tax And Social Security Legislation. In Addition, The Service Provider Must Ensure The Proper Functioning Of The “Marketplace” So That All Interested Suppliers Have Access To The Vms Platform And The Applications Published By Smals Or The Beneficiaries Of The Framework Agreement. The Service Provider Will Be Responsible For Concluding Contracts With These Suppliers, So That The Contractual Relationship Is Centralized And Smals Does Not Have To Manage Multiple Agreements Itself. The It Specialists Must Be Subcontractors Of The Service Provider. The Contract Is Not Divided Into Lots. The Implementation Requires A Single Service Provider Of The Msp Type, Which Has A Centralized Vms Platform And Which Guarantees The Coherence Of The Processes (Selection, Management, Invoicing, Reporting), In Strict Compliance With Belgian Tax And Social Security Legislation. A Division Into Lots Would Lead To A Fragmentation Of Responsibilities And Would Force Smals To Take On A Coordinating Role, Which Would Be Contrary To The Simplification And Risk Reduction Objectives Pursued By The Contract.
