Tenders are invited for Food Consumption Score - FCS Consultant and Data Expert Consultant. Key Responsibilities and Deliverables Food Consumption Score consultant: Develop a tailored training agenda aligned with INGO/WFP FCS guidance. Develop 1) presentation slides, including case studies, exercises, and group simulations, 2) FCS calculation Excel sheet, and 3) FCS survey questionnaire. Deliver a 5-day in-person training in Tripoli-Mina to enumerators, MEAL and program staff, covering: Module 1: Introduction to FCS Purpose and importance within food security monitoring Linkages to IPC, HFIAS, rCSI, and livelihoods indicators Overview of seven-day recall and food groups Module 2: FCS Data Collection Enumerator role and field protocols Selecting the right sampling methodology and targeted population How to probe accurately when deploying the FCS survey Avoiding recall bias and common mistakes in FCS surveys Recording frequencies and coding food groups Module 3: FCS Calculation Weighting system and scoring formula Step-by-step manual calculation Using Excel or KoBo outputs Establishing consumption thresholds Considerations during the FCS training Role-play interviews Hands-on FCS calculation Post-Training Deliverables Finalized training package (PPT, SOP, FCS survey questionnaire (template), exercises, Excel calculator in collaboration with the data expert consultant). Short post-training analysis and reporting, in collaboration with the data expert. Data expert consultant: Develop a tailored training agenda Develop presentation slides, exercises, and group simulations Import and digitize the FCS questionnaire developed by the FCS consultant. Train staff to conduct FCS interviews using KoBo (including frequency recording, and coding). The staff should gain skills in KoBo Toolbox form design, deployment, data quality controls, and data extraction. Equip the MEAL team to manage KoBo server assets and troubleshoot during fieldwork. Deliver a 4-day in-person training in Tripoli-Mina to enumerators, MEAL and program staff, covering: Module 1: Introduction to KoBo Toolbox What KoBo is and how INGOs use it Accounts, server spaces, and project setup Overview of form building (XLSForm concepts) Module 2: Practical Form Building Structuring questions and sections Choice lists Skip logic and relevance formulas Validation rules for high-quality FCS data Required fields and constraints Using metadata (GPS, timestamps, device ID) Module 3: Digitalizing the FCS Questionnaire that was developed by the FCS consultant Standard food groups and weighting system Common errors in digital forms (e.g., allowing frequencies >7) Programming constraints to prevent false entries Max frequency = 7 Prevent entering 0 and a food item Ensuring each food item is captured once Preloading typical local food items Testing the FCS form on mobile devices Module 4: Deploying and Managing a Field Survey Uploading forms using the data expert consultants template, and managing multiple versions Assigning devices and user roles Data security and informed consent digitalization Troubleshooting during fieldwork Post-Training Deliverables Finalized FCS KoBo form (xls and deployed version). Training slides KoBo field SOP. Clean Excel FCS calculator, in collaboration with the FCS consultant Important notice: Given the complementary nature of their roles, the FCS consultant and the Data Expert consultant are expected to work in close coordination throughout the assignment to ensure methodological consistency, alignment of tools, and integration of technical components. Both consultants will collaboratively develop and harmonize training materials, particularly the FCS Excel calculator, survey questionnaire, and the digitized KoBo form, ensuring that all tools reflect the same guidance and standards. Following the completion of Urjuwans FCS field data collection, the two consultants will jointly facilitate a one-day combined training session focused on post-survey analysis, interpretation, and reporting. This joint session will guide staff in calculating Food Consumption Scores, categorizing households, interpreting consumption trends, triangulating findings with complementary indicators, and consolidating results into a comprehensive report.
