Expression of Interest are invited for Namibia - Purpose Built Student Accommodation (PBSA) Market Assessment In 2020, IFC commissioned a housing market study that resulted in a 2021 publication, The Student Housing Landscape in South Africa Market Assessment. This report offered a comprehensive assessment of the South Africa student housing sector, including supply and demand, economic and social aspects of the delivery of student accommodation and costs (construction and operational & maintenance). The objective of this work is to (1) assess the current state of the PBSA market and (2) identify commercially viable, scalable, and replicable private sector investment models that offer clear exit pathways for investors and support investment consolidation. The scope of work will require updates to key PBSA market information including policy changes, PBSA bed inventory, pipeline projects, and the supply and demand gap. This section should also provide a strategic framing highlight priority areas for commercial delivery and include assumptions, data sources, and limitations. The second part of the scope of work is the assessment and development of the private sector investment models including identification and assessment of delivery models, operational comparisons, ownership models and investment vehicles, commercial viability factors, green building certification opportunities, and gender differentiated design and operations. The second part of the scope of work should provide targeted recommendations on commercially viable models and financing structures by market segment based on affordability and pricing. Highlight entry points for private capital and propose de-risking mechanisms where needed. Outline the actions, partnerships, and enabling conditions required to implement scalable and bankable delivery at-scale.
