Scope of the study The scope of the study covers the entire continuum of implementation of the MAMI-U+ package in the context of the Marassabre and Kounoungou camps, including the interventions of the CRF/CRT mobile clinics, the fixed services of the health centers, community screening and referral activities, preventive components (vaccination, IYCF-U) as well as the integrated psychosocial support component. The study will focus on direct beneficiaries (502 breastfeeding women with children under 6 months), GASPA-type community-based programs (n = 40) and healthcare providers involved in implementation (n = 15), in order to document the dynamics of access, acceptability, feasibility and integration of the program into care pathways. V. Methodology The study will adopt an operational research approach combining qualitative and quantitative methods. It will primarily rely on: Analysis of existing data (routine data, MAMI tools, reports and information from the AAP project) to compare emergency vs non-emergency contexts. The collection of qualitative data from key stakeholders (interviews, group discussions, observations) in order to examine the feasibility, practices, barriers and facilitators of implementation. The collection of additional quantitative data, if necessary, to document certain operational aspects (organization, time, workload, resources mobilized). A summary analysis of operational cost-effectiveness based on the identification of human, material, financial and time resources mobilized. A systematic triangulation of data sources to ensure the relevance of the conclusions. Based on this, the consultant will be required to draft a comprehensive study protocol, including a detailed methodological approach, data collection tools, analysis plan, ethical protocol, consent process, and logistical and organizational implementation arrangements. This protocol will be submitted for joint validation to the Health and SERA departments at headquarters before the commencement of fieldwork. VI. Research Questions 1. Operational feasibility To what extent is the MAMI-U+ approach feasible and operational in an emergency context in Chad, given the resources available, the organization of services, the workload and the security, logistical and community constraints? 2. Acceptability and appropriation How do the different actors breastfeeding women, communities (GASPA) and service providers perceive, understand and adopt the MAMI-U+ approach, and what factors influence their participation, adherence and use of services? 3. Comparison of emergency vs. non-emergency What are the main similarities and differences between the implementation of the MAMI approach in emergency and non-emergency contexts (particularly through the experience of the AAP project), and how do these differences influence the effectiveness and continuity of monitoring of mother-infant dyads? 4. Question: Cost-time analysis / operational efficiency What are the financial, human and logistical costs, as well as the time required for the implementation of the different components of the MAMI-U+ package, and how efficient is the current organization, what critical points could be optimized, and is the model sustainable for possible scaling up? VII. Managing the evaluation The evaluation is led by the Chad-Cameroon regional delegation, which oversees the mission and pre-validates the deliverables. The team in Guéréda facilitates access, provides logistical support, and ensures operational follow-up. The consultant conducts the study independently and proposes the detailed methodology. · Direct reporting line: the consultant reports to the Chad-Cameroon Program Coordinator. Consultant Profile Experience : 7 to 10 years in infant nutrition programs, ideally MAMI. Experience in humanitarian emergency contexts and operational research. SKILLS : Mastery of MAMI approaches and infant nutrition standards. Collection and analysis of qualitative and quantitative data. Writing skills and operational reporting abilities. Ability to collaborate with field teams, headquarters and health authorities.
