Tenders are invited for Legal Aid Services DESCRIPTION OF THE REQUIRED SERVICE PROVISION The Legal Service Provider shall assign qualified lawyer(s) to represent HI as its legal advisor and advocate throughout the consultation and support process. The appointed lawyer(s) will be responsible for providing legal guidance, representation, and performing, without limitation, the following services: Lawyer/s will represent Handicap International (HI) as its legal advisor in all matters related to HIs operations in Israel and Palestine Lawyer/s will draft, assist in drafting, and/or participate in preparing all correspondence related to HIs work with Ministries and official governmental departments in Israel and Palestine Lawyer/s will review all correspondence related to HIs work with Ministries and official governmental departments in Israel and Palestine Lawyer/s will provide legal advice and consultation on any matters related to HIs work and interactions with governmental entities in Israel and Palestine Lawyer/s will provide HI with the relevant legal articles, provisions, and materials related to its work in Israel and Palestine, including obtaining such documentation from Ministries and official departments when required, and will share timely updates on laws relevant to HI (e.g., labor law, social security, income tax, registration requirements, and other operational legal frameworks). Lawyer/s will review and advise on HI Palestine Missions Terms and Conditions of Employment and conduct a comparative analysis with both Palestinian and Israeli labor laws to ensure consistency, compliance, and alignment with applicable legal frameworks Lawyer/s will review and/or draft employment contracts for all categories of HI employees when required. Lawyer/s will review and/or assist in developing internal regulatory frameworks to codify workplace rules and regulations applicable to HIs workforce in Israel and Palestine, if and when requested by HI Lawyer/s will draft and/or review lease agreements, sale agreements, and other property related documentation for premises leased and/or purchased by HI, including matters related to vocational or practice licensing. Lawyer/s will provide legal advice on issues relating to Social Security, Income Tax, and General Sales Tax in Israel and Palestine, as well as on financial regulations relevant to NGO operations, including inflation, cost-of-living updates, and coordination office requirements. Lawyer/s will provide legal opinions and advisory support on all matters relating to the general operation of HI under its registrations in Israel and Palestine, including issues involving disputes or requiring legal interpretation. Lawyer/s will attend and/or participate in meetings, negotiations, or discussions where legal input is required, upon HIs request. 3. LEGAL AID PROFILE The Legal Aid must be duly authorized and licensed to practice law in Israel and Palestine and must be capable of applying the required and agreed-upon professional standards. A law degree with specialization in contract law, employment law, or a related field is required. A minimum of 5 years of relevant experience in providing legal services, including at least 3 years of experience specifically in labor laws in Israel and Palestine. Demonstrated familiarity with, and experience working with, international nongovernmental organizations. Strong communication and presentation skills. The Legal Aid must have adequate staffing, with professionals who possess appropriate qualifications and relevant experience, including experience in providing legal support to organizations comparable in nature, size, and complexity to HI. The Legal Aid is required to provide the CVs of the lawyers who will prepare opinions and reports, as well as the CVs of managers, supervisors, and key personnel expected to be involved in delivering the legal services. These CVs should include details of previous and current legal assignments handled by the respective staff. 4. SERVICE DURATION AND LOCATION Start date: January 2026 Mission end date: 1 year from the contract signature date. You are invited to submit Technical and Financial proposal for providing the legal services described in this Terms of Reference (ToR). Proposals should address, at a minimum, the following points: A statement of relevant experience, including similar assignments completed or currently underway within the last five years, and the extent to which these assignments demonstrate the ability to meet HIs requirements for the legal services over the proposed one-year contract. The approach the Legal Aid intends to take in addressing legal matters, including how they will comply with applicable legal requirements and any obligations arising from Handicap Internationals contractual framework. Procedural requirements for specific verification or due diligence processes. Specific actions required from the employer, such as access to computer systems, records, or other disclosures necessary for the delivery of legal services. Arrangements for discussions prior to the signing of legal opinions or reports, including identification of the parties with whom such discussions will be held. A timetable outlining the delivery of legal opinions and reports throughout the duration of the contract. Service location: The legal aid will take place to HI oPt mission office in Jerusalem and Ramallah 5. REPORT Number of Reports: As per requested legal aid Submission: To be mentioned in the proposal and work plan submitted in response to this ToR. Language: All documents submitted shall be in both English & Arabic languages. 6. RESOURCE PERSON As part of the defined legal services, the Legal Aid will work in close collaboration with HIs teams, with the HR Manager serving as the Focal point of contact. 7. BUDGET - Legal Aid proposal shall contain: Technical & financial offer details of the requested services fitting with the criteria below: - Price quote shall be in English and in ILS currency - Prices shall be Exclusive of VAT - Delivery timeframe & payment terms shall be clear and mentioned in the quote fitting with the start/end dates proposed. - Price quote shall be signed and stamped. - Validity period of the price quote.
