Expression of Interest for Developing a Carbon Registry Toolkit Countries implementing carbon market mechanisms under the Paris Agreement increasingly require robust, interoperable, and transparent registry systems. These registries must interact with domestic MRV systems, national policy and processes, international mechanisms (Article 6.2, Article 6.4, AEF), and voluntary carbon markets. At the same time, global data standards, safeguards requirements, and digital MRV innovations are rapidly evolving, requiring up-to-date guidance that incorporates lessons learned from early moving countries and emerging international best practices. The World Bank together with partners will develop a Carbon Registry Toolkit to guide policymakers, registry administrators, technical teams, among others, through the full set of decisions required to design, develop, procure, or adapt a registry. This assignment aims to produce an integrated, modular toolkit capturing policy, functional, technical, data, governance, integrity, and information security dimensions to establish a registry.
