Tenders Are Invited For Consultant Assistance For Method Development To Assess The Effect Of Enovas Support Schemes For Late-Phase Technology Development
The Purpose Of The Assignment Is To Develop A Usable Method For Assessing The Effect Of Enovas Support For Innovative Climate And Energy Projects In The Late Phases Of Technology Development. The Method Will Be Used To Report Enovas Contribution Within Late-Phase Technology Development. The Method Shall Also Be Used In Connection With Enovas Internal Prioritization Processes For The Future Allocation Of Funds And Effort. This Means That The Developed Method Should Be Able To Cover Both Ex-Ante And Ex-Post Analyses. The Assignment Is Structured In Two Separate Phases, Where Completion Of Phase 2 Is Conditional On Enovas Decision To Trigger An Option To Proceed With The Project, Based On The Results From Phase 1. Phase 1: Problem Description, Literature Review And Method Proposal Phase 2 (Option): Method Development, Analysis And Internal Training The Method Being Developed Is Not Intended To Evaluate The Effect Of Individual Projects, Nor Is It Designed For Use In Case-By-Case Decisions Or Project-Level Assessments. On The Other Hand, It Is Intended As A Strategic Tool That Provides A Holistic Perspective At System Level. The Main Purpose Is To Support Enova Both In Identifying Priorities And Allocating Resources Efficiently, As Well As Reporting On The Overall Effect Of Enovas Efforts. The Method Will Thus Be Able To Function As A Basis For Both Internal Decision-Making Processes And External Reporting. In Order To Strengthen Enovas Internal Competence Building In This Important Area, The Development Of The Method Will Be Carried Out As A Facilitated Process, So That Enovas Internal Professionals Can Contribute And Learn During The Assignment. The Chosen Method Must Be Rooted In A Robust Theory Of Change, Based On Enovas Mandate As Well As Current Literature And Best Practice Relating To The Social Effects Of Political Instruments - In This Case With A Particular Focus On Instruments That Will Accelerate The Climate And Energy Transition Through Innovation.
