Tenders are invited for Accommodation Services (Hotel) - across Lebanon (FWC Agreement 2026). Nusaned invites qualified accommodation service providers, including hotels and lodging facilities, to submit bids for a framework agreement for accommodation services across Lebanon for 2026. The objective is to establish a pool of reliable service providers for staff travel, program activities, and partner stays, ensuring quality, safety, and cost-effective lodging. Suppliers are required to submit: Technical offer describing capacity and facilities Financial offer specifying standard rates and conditions 2. Background Nusaned is a non-governmental organization providing humanitarian and development support across Lebanon. Reliable accommodation services are required to facilitate staff travel, partner visits, and operational requirements. 3. Scope of Services 3.1 Accommodation Services Hotel or lodging facilities for staff, partners, and visitors Provision of standard room categories (single, double, family) Room services including basic amenities (bed, bathroom, towels, etc.) Optional facilities: Wi-Fi, breakfast, laundry, meeting rooms Compliance with safety, hygiene, and local regulations 3.2 Booking & Reservation Supplier to provide flexible booking based on short or long notice Confirmation of availability within 2448 hours of request Support for urgent reservations or last-minute changes 3.3 Optional Services Airport transfers or local transport (quoted separately) Meeting or conference room rentals Catering services in rooms or hotel restaurants Group bookings for workshops or training events 4. Supplier Qualifications Suppliers must demonstrate: Valid hotel or lodging license in Lebanon Minimum 3 years of experience in providing accommodation services Proven capacity to provide a large number of rooms across multiple locations References from at least two similar clients (NGOs, companies, UN agencies) Compliance with Lebanese safety, fire, and health regulations 5. Submission Requirements Technical Offer Description of accommodation facilities, capacity, and amenities Booking and reservation process Standard room types and optional services Previous experience and references Financial Offer Room rates per night (single, double, triple) Breakfast inclusion, taxes, service charges Optional services pricing (meeting rooms, transfers, catering) Price validity: minimum 12 months Administrative Documents Company registration and business license VAT registration (if applicable) Insurance coverage (liability, fire, etc.) Authorized signatory identification Ethical Compliance Declaration Adherence to anti-fraud, anti-corruption, labor, and environmental standards 6. Operational Terms Supplier must guarantee room availability upon request, subject to advance notice Flexibility for urgent bookings and last-minute cancellations Rooms must meet minimum quality and hygiene standards Supplier must provide documentation or confirmation for each booking Any damage or service failure will be the responsibility of the supplier 7. Evaluation Criteria Criteria Weight Technical compliance & capacity 50% Financial competitiveness 40% Past performance & references 10% Note: Technical compliance is mandatory; proposals failing to meet minimum standards will be disqualified. 8. Framework Agreement Conditions Duration: 12 months (2026) No guaranteed minimum number of nights; bookings on demand Fixed room rates for the duration of the agreement Supplier must provide availability across Lebanon Purchase Orders / Service Requests issued as required 9.
