Tenders are invited for Transportation & Warehousing Services ( Fwc Agreement 2026). Nusaned invites qualified suppliers to submit proposals for the provision of transportation and warehousing services under a framework agreement for 2026. The aim is to establish reliable, cost-effective logistics and storage solutions to support operations and program delivery across Lebanon. Suppliers are required to submit a technical offer describing their capacity and services, and a financial offer for standard service rates. 2. Background Nusaned is a non-governmental organization providing assistance to vulnerable communities across Lebanon. Timely and reliable transportation, as well as secure storage solutions, are critical to operational efficiency and program delivery. 3. Scope of Services 3.1 Transportation Services Supply vehicles of appropriate size and type for the transportation of goods, staff, or program-related materials. Ensure timely delivery and pick-up to designated Nusaned locations. Provide drivers with valid licenses and trained in safe handling of goods. Include emergency and ad-hoc transport requests. Ability to handle short- and long-distance transportation across Lebanon. Maintain proper vehicle maintenance and insurance. 3.2 Warehousing Services Secure, clean, and safe storage facilities for goods. Ability to receive, store, and dispatch goods according to Nusaned instructions. Maintain records of all inventory, including stock levels, movements, and expiry (if applicable). Provide access to facilities for Nusaned staff or third-party inspection as required. Ensure compliance with health, safety, and security standards. 3.3 Optional Services Loading and unloading support. Packing and repacking of goods. Cold chain or temperature-controlled storage (if applicable). Inventory management system integration. 4. Supplier Qualifications Suppliers must demonstrate: Minimum 3 years of experience in logistics, transportation, and warehousing. Availability of vehicles and warehouse capacity to meet Nusaneds operational needs. Trained and licensed drivers for transportation services. Insurance coverage for goods in transit and in storage. References from at least two previous clients with similar services. 5. Submission Requirements Suppliers must submit: Technical Offer Description of transportation fleet (types, capacity, availability) Description of warehousing facilities (size, security, temperature control if any) Service provision plan and response time for urgent requests Previous experience and references Financial Offer Standard rate per km / per trip / per vehicle type Warehousing charges per month / per square meter / per pallet Additional charges for urgent, off-hour, or specialized services Price validity: minimum 12 months Administrative Documents Company registration and legal documents Insurance certificates VAT registration (if applicable) Authorized signatory identification Ethical Compliance Declaration Declaration confirming adherence to anti-fraud, anti-corruption, and labor standards 6. Delivery and Operational Terms Suppliers must be able to deliver services within agreed timelines. Vehicles and warehouses must comply with Lebanese safety and regulatory standards. Damaged or lost goods due to supplier negligence must be replaced or compensated. Nusaned reserves the right to inspect vehicles and warehouse facilities at any time. 7. Evaluation Criteria Criteria Weight Technical Compliance & Capacity 50% Financial Offer Competitiveness 40% Past Performance & References 10% Note: Non-compliant technical proposals will be disqualified. 8. Framework Agreement Conditions Duration: 12 months (2026) No guaranteed minimum usage; services will be requested on an as-needed basis Fixed rates for the duration of the agreement Supplier must maintain fleet and warehouse readiness Purchase Orders / Service Requests will be issued periodically 9.
