Tenders are invited for CBS Review Consultancy Services. Deadline: Monday, 05. Jan 2026 Objectives and scope of the evaluation : Assess and Document CBS Activities: Evaluate the effectiveness and functionality of the CBS activities managed by the LRCS and ESU under the ECHO PPP (including effectiveness in early detection, warning, response) to identify successes, challenges, and gaps from the perspectives of all stakeholders. Conduct Comparative Analysis: Perform a comparative analysis of CBS implementation by the LRCS and the MOPH, comparing it with approaches employed by IFRC, NoRC and similar programs in other countries, such as Somalia. This analysis aims to highlight differences in strategies and methodologies and to develop actionable recommendations for enhancing the CBS program in Lebanon. Explore Future Strategies and Adaptations: Investigate and understand the future strategic direction for CBS and EWS in Lebanon. Assess how the LRCS CBS program could be adapted to better meet evolving needs and internally explore potential for expanding CBS within the LRCSs activities. Identify Opportunities and Innovations: Explore opportunities and innovations to enhance CBS in the context of epidemic preparedness and response.
