Tenders Are Invited For Expansion Of The Miechów County Geoportal To Increase Work Efficiency Starosty And Improving The Level Of Service For Citizens And Entrepreneurs, In The Field Of Real Estate Information

1. The Subject Of The Order Is The Delivery Of A Functional Module With Technical Assistance To Launch An E-Service At Maturity Level 5, Which Will Automate The Registration Of Users And Grant Them Appropriate Authorizations Without The Need To Visit The District Office. The Functional Module Is Intended To Increase The Efficiency Of Public Administration Work In The Field Of Real Estate Registers And To Improve The Level Of Service For Citizens And Entrepreneurs Related To Obtaining Information On Real Estate.2. As Part Of The Functional Module, In Addition To The E-Service Titled The Application For Opening An Account By A Professional User Must Also Include: 1. Implement A User Authentication Procedure Using The National Node (Wk). 2. Implement Login Via The National Node To Existing E-Services.3. Enable The Transfer Of Large Files Via An Encrypted Connection.4. Provide The Service Of Transferring And Exchanging Data Between Sgk Bodies.5. Provide A Service Of Electronic Notification Of Municipalities About Changes In The Land And Building Register (Egib).6. Provide A Service For Submitting Comments To Objects In The Geodetic Records Of Land Utilities Networks (Gesut) By Authorized Industry Users.7. Provide A Service For Automatic Downloading Of Egib Data In Gml/Swde Format By Municipalities.8. Provide The Service Of Reviewing Notarial Deeds By A Property Appraiser.9. Enable The Owner To Submit Comments On The Draft Egib Modernization Study.10. Expand The Bailiff Service By Submitting Applications For Extracts From The Egib Database Along With Electronic Payments.3. Moreover, The Contractor Is Obliged To Conduct Training In The Use And Administration Of The Delivered Or Modified Software. The Training Will Cover 18 Employees Of The County Office. The Training Should Be Carried Out In Three Groups Of 6 Employees Each, So As Not To Paralyze The Work Of The Department Of Geodesy, Cartography, Cadastre And Real Estate. The Number Of Person-Hours For Each Group Should Be 288 Person-Hours. The Training Schedule Should Be Agreed With The Ordering Party Before Launching A Given System Module. The Training Will Take Place At The Ordering Partys Headquarters Or Via A Remote Desktop, Depending On The Epidemic Situation. The Aim Of The Training Will Be To Independently And Optimally Use The System Implemented By The Contractor. Training Participants Should Receive Training Materials Appropriately Prepared By The Contractor. A List Of Attendance At The Training Should Be Prepared For Each Training Group.4. The Detailed Scope Of The Task Results From Annex No. 8 To The Swz - Description Of The Subject Of The Order And From The Contract Template - Annex No. 3 To The Swz.
