Expression of Interest for Consultancy Services for Evaluation of Financial Performance and Commercial Viability of Discos Date Added: December 10, 2025 Deadline: 22/12/2025 Category: Consultancy Task-1: Stakeholder Diagnostic, which will include a comprehensive stakeholder mapping exercise to identify all key institutions and actors relevant to the Financial Performance and Commercial Viability of the 11nos Discos, operating in the Nigerian Electricity Supply Industry (NESI), as well as, structured engagements with these entities. Task-2: The Consultant shall undertake a comprehensive financial and legal appraisal of all eleven (11) electricity Distribution Companies (DisCos) operating under the Nigerian Electricity Supply Industry (NESI). The Power Sector Recovery Operation- Project Management Unit (PSRO-PMU) now invites eligible consulting firm (Consultant) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: The consulting firm is required to be a top-tier firm or a consortium of consulting firms, with deep international networks in consulting and financial advisory. Must have valid registration (i.e. certificate of incorporation) and must have been established for no less than 15 years prior to the date of the EOI; Possess at least 10 years of experience in consulting on energy, infrastructure or related sectors. Experience in consulting on energy, infrastructure or related sectors, with a strong understanding of the operational and institutional dynamics of electricity distribution companies in Nigeria or similar contexts. Familiarity with policy development, regulatory processes and stakeholder engagement, particularly within regulated utility sectors. Established relationship across NESI stakeholders including NERC, MoP and Presidency. Proven ability to deliver complex assignments on schedule, including strong project management and coordination skills across multiple workstreams. Capacity to conduct legal, financial and technical analysis, including due diligence, risk assessments, and advisory on regulatory and commercial frameworks. Demonstrated expertise and understanding of NESI sector liquidity, solvency and profitability challenges. Demonstrated understanding of global best practices in Electricity Sector Viability. Capability to liaise effectively with government agencies, regulators and development financial institutions and donor partners, ensuring alignment with broader sectoral objectives and funding requirements. Please note that only the experience of the firm and not that of the key experts are required at this stage. The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Banks Procurement Regulations for IPF Borrowers September 2025 seventh Edition (Procurement Regulations), setting forth the World Banks policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Each member must be reasonably qualified and meets the stated criteria. For sub-consultancy association, the experience of the sub-consultant shall not be considered in the evaluation.
