Tenders are invited for Support - Dairy MSMEs and Dairy Cooperatives. Deadline for Applications: 31 December 2025 BACKGROUND INFORMATION: The LABNE project aims to promote human, economic, and social development by strengthening connections among public, private, and non-profit stakeholders. Specifically, it seeks to boost local economies and improve labor market access by revitalizing the dairy value chain. The project pursues this through a range of activities, including establishing coordination committees, enhancing local governance, providing technical and financial support to farmers and Micro, Small, and Medium Enterprises (MSMEs), and offering capacity-building opportunities that match unemployed individuals and first-time job seekers with potential demand from entrepreneurs. LABNE also emphasizes promoting decent working conditions and integrating innovative ICT solutions within the dairy sector. In line with this vision, LABNE is launching a call for support that provides technical and financial support to strengthen the dairy value chain. This mechanism is designed to empower local actors to lead innovative, practical, and sustainable initiatives that directly contribute to improving productivity, competitiveness, and inclusiveness within the dairy sector. OBJECTIVES OF THE CALL The call targets dairy-focused cooperatives and dairy businesses in the Fayhaa and Al-Joumeh unions of municipalities, aiming to strengthen their production quality, ensure compliance with safety standards, expand market reach, and create sustainable employment opportunities. Selected cooperatives and dairy businesses will receive tailored technical support and in-kind packages aligned with their operational needs, such as: Equipment and tools essential for dairy production Upgrades for hygiene and food safety compliance Quality improvement measures Business development, marketing, and operational strengthening ELIGIBILITY CRITERIA A- Dairy Businesses / MSMEs (e.g., small dairy processors, cheese producers, milk collectors) Applicants must: Be dairy-focused entities. Be officially registered or willing to complete registration with support. Demonstrate willingness and capacity to comply with MoA requirements. Operate within the Al-Fayhaa or Al-Joumeh areas of North Lebanon. Commit to participating in project assessments, training, and coaching. B- Dairy Cooperatives (e.g., dairy production coops, womens dairy cooperatives) Applicants must: Be dairy-focused cooperatives. Be established or under establishment with documentation. Have an active membership structure and clear decision-making mechanism. Operate within the Al-Fayhaa or Al-Joumeh areas of North Lebanon. Demonstrate readiness to engage in the projects coaching and improvement process. SELECTION CRITERIA Applications will be evaluated based on: Relevance: Clear focus on dairy production or processing. Feasibility: Practical and achievable operational needs. Compliance Readiness: Willingness to adopt MoA safety and hygiene standards. Impact: Contribution to improved quality, expanded production, or job creation. Sustainability: Potential for long-term operational viability.
