Tenders Are Invited For Development Of A Comprehensive Plan For Adapting Otwock To Climate Change - Building Environmental Resilience And Safety Of Residents.

4.1 The Project Titled Development Of A Municipal Climate Change Adaptation Plan For The City Of Otwock Aims To Create A Comprehensive Strategic Document That Will Define Actions And Solutions Enabling The Citys Adaptation To The Effects Of Climate Change. The Document Will Take Into Account The Specificity Of Local Environmental, Social And Economic Conditions, As Well As Applicable National And International Regulations And Strategies. The Scope Of The Document Will Be Consistent With The Provisions Of The Act Of April 27, 2001, Environmental Protection Law As Amended In 2024, As Well As With The Guidelines For Cities Developed, Among Others, By The Institute Of Environmental Protection - National Research Institute. The Municipal Climate Change Adaptation Plan Will Be Prepared In Accordance With The Adaptation Manual For Cities - Guidelines For The Preparation Of The Municipal Climate Change Adaptation Plan. The Contractor Will Be Obliged To Have Experts Participate In Committee Meetings And Sessions Of The City Council When Presenting The Document And Processing The Resolution. The Full Completion Of The Subject Of The Order Is The Municipal Adaptation Plan Adopted By A Resolution Of The Otwock City Council After Conducting The Required Strategic Environmental Impact Assessment Procedure.4.2 The Mpa Will Contain: 1) Diagnosis, Including: A) Analysis Of Climatic And Hydrological Phenomena And Their Derivatives, B) Climate Change Scenarios, C) Description Of The Main Climatic Threats To The City Resulting From Point (A). A And B, D) Assessment Of The Citys Adaptation Potential, E) Analysis Of The Citys Susceptibility, F) Analysis Of Climate Risk And Opportunities Resulting From Climate Change; 2) Presentation Of The Results Of The Analyzes Referred To In Point 1 In Cartographic Form; 3) Defining The Goals Of The Plan; 4) The Concept Of Greening The City; 5) Concept Of Rainwater And Meltwater Management; 6) Program Part, Including: A) Definition Of Adaptation Measures Based On The Information Contained In Points 1 - 5, Including The Analysis Of Adaptation Options, B) Information About The Entities And Bodies Responsible For The Implementation Of Adaptation Measures And About The Ways Of Including These Entities And Bodies In The Development Of The Plan; 7) Rules For Implementing The Plan, Including Those Relating To Monitoring The Implementation Of Adaptation Measures Using Indicators Of The Achievement Of The Objectives Referred To In Point 3.4.3. Additionally, As Part Of The Work On The Document, The Following Will Be Prepared: A) Information On The Website About Making The Document Available For Public Inspection - E-Mail Version; B) Template Of The Content Of The Resolution On The Adoption Of The Plan; C) Conducting A Strategic Environmental Impact Assessment For The Prepared Study, Including The Preparation Of An Environmental Impact Forecast In The Event Of Obtaining An Opinion On The Need To Prepare It.
