Elections Bc (Ebc) Is Seeking To Establish A Multi-Event Leasing Arrangement For A Complete Vote-Counting Equipment Solution To Support The Delivery Of Provincial Electoral Events. The Primary Objective Of This Procurement Is To Secure Both Voting Place Tabulators And High-Speed Tabulators As An Integrated, Event-Ready System That Meets All Applicable Statutory, Security, Technical, And Accessibility Requirements.The Leased Solution Must Provide:Voting Place Tabulators For Use At Technology-Enabled Voting Places, Capable Of Reliably Scanning, Tabulating, And Reporting Results For All Electoral Districts Under B.C.’S “Vote Anywhere” Service Model; Andhigh-Speed Tabulators To Support Efficient, Accurate Counting Operations At Ebc Headquarters And Centrals Support In Victoria, B.C.Both Device Types, Together With Their Required Peripherals, Consumables, Configuration Activities, Logistics, Secure Data-Handling Processes, And Operational Support Services, Are Mandatorycomponents Of This Rfp.This Rfp Also Includes An Optional Accessible Voting System (Avs), Which Proponents May Propose In Addition To The Mandatory Components. The Avs Will Be Evaluated Separately And Is Not Required For Proposal Compliance.The Successful Contractor(S) Will Be Required To Deliver Equipment And Supporting Services At Provincial Scale, Including Device Programming, Imaging, Configuration, Logic And Accessibility Testing, Logistics Coordination, Secure Storage, Technical Support During Voting And Counting, And Post-Event Retrieval And Decommissioning. These Obligations Apply To Provincial General Elections And To Any By-Elections Held During The Contract Term.
