The Federal Environment Agency (Uba) Receives Individual Data Deliveries For The Water And Soil Media From The Federal States On The Basis Of The Administrative Agreement On Data Exchange In The Environmental Sector (Vwv) Or On A Voluntary Basis. On The One Hand, The Database Applications In The Water Sector Serve To Fulfill International Reporting Obligations, E.G. B. To The Eua (Wise-6), Eu Commission (Eu Nitrate Directive, Impact Monitoring) And Un (Gems) And On The Other Hand As A Basis For Evidence-Based Policy Advice, I.E. Based On Environmental Data. There Are Also Regular Data Requests From Science, Journalists And Citizens. The Same Applies To The Database Application In The Ground Area. The Existing Individual Applications Were Merged Into A Central Application As Part Of The “Fis Water & Soil” Refoplan Project (Fkz 3720122020) In Order To Build A Modern Technical Infrastructure For Data Management And To Achieve Long-Term Technical And Administrative Synergy Effects. The Refo Plan Project Was Completed In August 2025. As A Result, The New “Water & Soil” Database Management System Is Available And Replaces The Previous Individual Applications For Soil, Watercourses, Lakes And Groundwater. The System Is Operated In The Uba Data Center On Two Server Systems In A Linux Environment. The Fis “Water & Soil” Consists Of An External Part (Wabo-External), Which Is Hosted In The Uba-Dmz And Through Which The Data Providers Transmit Their Data, And An Internal Part (Wabo-Internal) In Which All Data Processing And Data Storage Takes Place. The Complete Program Code Of The Application And The Description Are Published On Opencode.De. As Part Of The Project, The Software Maintenance Of The Ubas New Fis “Water And Soil” Is To Be Ensured And Support Services Are To Be Provided For The Implementation Of Reporting. Furthermore, The Application Should Be Expanded To Include A Master Data Importer For The Water Measuring Points (Optional Service). The Specific Work Packages Are Detailed Under Point 3.
