Tenders Are Invited For Consultancy For End-Of-Project Evaluation And Advocacy Tool Development

Request for proposals for Consultancy for End-of-Project Evaluation and Advocacy Tool Development Scope of Work Part 1 End -of-Project Evaluation (Laos and Cambodia) Review project deliverables, logframe, reports, monitoring datasheets, and means of verification. Conduct interviews with BORDA staff, partner organisations, and stakeholders (remote). Assess project outcomes against objectives, indicators, and BMZ criteria (relevance, effectiveness, efficiency, sustainability, impact). Identify lessons learned and recommendations for future programming. Deliverables: Comprehensive Evaluation Report (approx. 20 -25 pages). Concise Project Summary Report (57 pages, suitable for external communication). Part 2 Advocacy Tool (Cambodia Focus) Review project experiences, literature, and regional best practices. Develop an advocacy tool (PowerPoint format) highlighting: o Necessity of decentralised sanitation in Cambodia. o Complementarity with centralised wastewater strategies. o Pros/cons, institutional requirements, and capacity needs. o Suitable contexts (secondary/tertiary cities). o Contribution to nature -based solutions, Pentagonal Strategy, Cambodian development goals. o FSM (faecal sludge management) integration. o Success stories and job creation potential from other countries. Ensure tool is tailored for city representatives and ministries (educational, evidence -based, visually engaging). Deliverables: Advocacy Tool (PowerPoint presentation) ready for use in workshops and lectures. ethodology 1. Desk review of project documentation and relevant literature. 2. Remote interviews with BORDA staff and partners. 3. Drafting and validation of deliverables in consultation with BORDA. 5. Deliverables and Payment Schedule Inception Report : To be submitted after contract signing and completion of desk review. Comprehensive evaluation report (20 -25 pages). Project Summary Report (5 -7 pages). Advocacy Tools (ppt format) All deliverables are in English. Payment will be made in 3 (three ) installments : 30 % upon approval of the Inception Report , 40% after revised first drafts and 30% after all deliverables are revised and approved by BORDA.
