The Council Delivers A Number Of Operational Frontline Services Using A Skilled In-House Workforce. However, In Order To Meet Fluctuations In Service Demand And Staff Absences Due To Annual Leave, Sickness And Training The Council Regularly Needs To Supplement Its Own Workforce With Suitably Skilled Temporary Workers. This Mainly Applies To The Provision Of Waste Collection And Green Spaces And Street Scene Services Where Seasonal Fluctuations Significantly Influence Demand However, The Provision Of Office Cleaners Will Also Be Required Under This Contract.The Council’S Required Agency Supply Solution Is A Managed Service Provision Using A Master Vendor Or Single Supplier (The Service Provider). The Solution Must Be Capable Of Meeting The Council’S Supply Demand In Terms Of Volume And The Skills Categories Required. If Necessary, The Master Vendor Will Be Expected To Establish A Second Tier Of Agencies Operating Under The Same Terms And Conditions, If It Cannot Meet Supply Demand From Its Own Pool Of Staff. The Master Vendor Will Retain Overall Responsibility For Staff Supplied By A Second Tier Agency And Remain Contractually Obliged To Fulfil The Requirements Of The Contract
